Explanation

BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract to replace a variable speed drive on air handler unit number three at the Franklin County Municipal Court Building located at 375 South High.  The existing variable speed drive is over 15 years old and no longer provides adequate service, which is to help provide fresh air supply to the building.  Bids were solicited from three companies to replace the variable speed drive (0 MBE, 0 FBE). Quotes received are as follows:

Columbus Electrical Works:  $ 8,875.00

Carrier Commercial Services:  $9,203.00

Riley and Associates:  $10,900.00

EMERGENCY action is requested to that the variable speed drive can be replaced as soon as practical and to ensure an adequate supply of fresh air for the building occupants.

Fiscal Impact:  Facilities Management budgeted $53,000.00 for replacement of this type of item.  Columbus Electrical Works contract compliance number is 313155514; expiring February 27, 2005.

To authorize the Public Service Director to enter into a contract with Columbus Electric Works to replace a variable speed drive on an air handler unit at the Franklin County Municipal Court Building, to authorize the expenditure of $8,875.00 from Facilities Management Capital Improvement Fund, and to declare an emergency. ($8,875.00).

Body

WHEREAS, it is necessary to renovate the variable speed drive on air handler unit number three at the Franklin County Municipal Court Building, and

WHEREAS, three bids were received for replacement of the variable speed drive on air handler unit number three and,

WHEREAS, Columbus Electric Works is the low bid, and

WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to enter into contract with Columbus Electric Works for the replacement of a variable speed drive on air handler unit number three at the Franklin County Municipal Court Building, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Public Service Director is hereby authorized to enter into contract with Columbus Electric Works for Facilities Management Division for the replacement of a variable speed drive at the Franklin County Municipal Court Building.

SECTION 2.  That the expenditure of $8,875.00, or so much thereof in regard to the action authorized in SECTION 1., be and is hereby authorized and approved as follows:
