Explanation
 
1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into an agreement with Jones Stuckey Ltd. in the amount of $181,400.00, for professional engineering services for the Markison Avenue Water Line Improvements Project, Division of Power and Water Contract Number 1109.
 
This project consists of preparing detailed engineering plans that are suitable for bidding and constructing various waterline improvements.  The seven locations and work descriptions are described below.  
 
1.      Transfer all taps from the 1 ½-inch water main to the existing 8-inch water main in Carpenter Street, between Stanley Avenue and Kossuth Street.  Abandon the 1 ½-inch water main.
 
2.      Construct a 6-inch water main in Stewart Avenue From 22nd Street to Ohio Avenue.  Transfer existing taps and abandon the 1-inch water main.  (Approximately 350 feet)
 
3.      Construct a 6-inch water main in Reinhard Avenue, between Wilson Avenue and Linwood Avenue.  Transfer existing taps and abandon the 2-inch water main.  (Approximately 400 feet)
 
4.      Transfer taps from the 2-inch water main in Markison Avenue, from 19th Street east to the existing 8-inch water main.  Extend a new 2-inch water main from the east terminus of the existing 8-inch water main to the most easterly tap on the existing 2-inch water main.  Abandon the 2-inch water main.  
 
5.      Construct a 6-inch water main, including fire hydrants, in Oakwood Avenue from Lawrence Drive to Frebis Avenue.  Connect all lateral lines, transfer all taps and abandon the existing 6-inch water main.  (Approximately 2,700 feet)
 
6.      Transfer existing taps from the 1 ½-inch water main in Linwood Avenue, between Markison Avenue and Frebis Avenue, to the existing 8-inch water main.  Abandon the 1 ½-inch water main.
 
7.      Construct a 6-inch water main in Eighth Street from Welch Avenue to Markison Avenue.  Transfer existing taps and abandon the existing 1-inch water main.  (Approximately 350 feet)
 
2. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  1. proposal quality, 2. project schedule, 3. environmentally preferable offeror, and 4. local workforce.
 
Statements of Qualifications were received on July 20, 2007.  Three consultants were selected to submit technical proposals for this project.  Jones Stuckey Ltd., Poggermeyer Design Group, and Crawford, Murphy & Tilly submitted proposals on November 21, 2007.  
 
Upon review of the technical proposals, the bidders were ranked using the criteria mentioned above and Jones Stuckey Ltd. was the firm selected to perform the design services for this project.  Their Contract Compliance Number is 31-0723296 (expires 11/16/08, Majority).  Additional information regarding each bidder, description of work, contract time frame and detailed amounts can be found on the attached Legislation Information Form.
 
3.  FISCAL IMPACT:  There is adequate funding within the Water Works Enlargement Voted Bonds Fund.

To authorize the Director of Public Utilities to enter into an agreement with Jones Stuckey Ltd. for professional engineering services for the Markison Avenue Water Line Improvements Project; for the Division of Power and Water (Water); and to authorize the expenditure of $181,400.00 from the Water Works Enlargement Voted Bonds Fund.  ($181,400.00)

WHEREAS, three technical proposals for the Markison Avenue Water Line Improvements Project were received on November 21, 2007; and
 
WHEREAS, Jones Stuckey Ltd. was the firm selected to perform the design services for this project based on criteria set forth in Columbus City Codes; and
 
WHEREAS, the purpose of this project is to prepare detailed engineering plans that are suitable for bidding and constructing various waterline improvements, for seven locations around the Markison Avenue area; and
 
WHEREAS, it has become necessary in the usual daily operation of the Division of Power and Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into an agreement with Jones Stuckey Ltd. for professional engineering services for the Markison Avenue Water Line Improvements Project, for the preservation of the public health, peace, property and safety; now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Public Utilities be and hereby is authorized to enter into an agreement for professional engineering services for the Markison Avenue Water Line Improvements Project; with Jones Stuckey Ltd., 2323 West Fifth Avenue, Suite 160, Columbus, Ohio 43204; in the amount of $181,400.00; in accordance with the terms and conditions of the contract on file in the Office of the Division of Power and Water.
 
SECTION 2.  That said engineering firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Power and Water.
 
SECTION 3.  That for the purpose of paying the cost of the engineering agreement, the appropriation and following expenditure, or as much thereof as may be needed is hereby authorized as follows:  Division of Power and Water (Water), Dept./Div. No. 60-09, Water Works Enlargement Voted Bonds Fund, Fund No. 606, Project 690236, OCA Code 642900, Object Level One 06, Object Level Three 6629, Amount $181,400.00.
 
SECTION 4.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 5.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
 
SECTION 7.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
