BACKGROUND: This contract provides for Main Line Valve Replacement Part II. The large number of valves broken closed in the older sections of the distribution system has made it impossible to maintain the required levels of disinfection throughout the grid. The work required to replace these broken valves is beyond the capabilities of our current staffing level and contractual services are required. Competitive bids were received and opened for this project at the office of the Director of Public Utilities on September 14, 2005. Two (2) bids were received on this project. The most responsive and responsible bid was submitted by Bale Contracting Inc., 1247 Stimmel Road, Columbus, Ohio, 43223. Contract to be awarded to same.

FISCAL IMPACT: The 2005 C.I.B. is being amended and funds are being transferred to provide the funding for this project.

WHEREAS, the Director of Public Utilities did receive and open bids on September 14, 2005, for Main Line Valve Replacement Part II, and
WHEREAS, a responsive and responsible bid has been received, and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into a contract for Main Line Valve Replacement for the Division of Water for the preservation of public health, peace, property, safety and welfare; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities is hereby authorized to enter into a contract with Bale Contracting Inc., 1247 Stimmel Road, Columbus, Ohio, 43223, in the amount of $2,047,224.30 for construction of Main Line Valve Replacement Part II for the Division of Water, Department of Public Utilities, Contract No. 1089, Project No. 690395, on the basis of the most responsive and responsible bid received on September 14, 2005.
Section 2. That the City Auditor is hereby authorized and directed to transfer funds within the Waterworks Enlargement Voted 1991 Bonds Fund, Fund No. 606, Department of Public Utilities, Division of Water, as follows:

Section 3. That for paying the cost of construction, the expenditure of $2,047,224.30 or as much thereof as may be needed be, and the same is hereby authorized from the Water Works Enlargement Voted 1991 Bonds Fund No. 606, Department 60, Division 09, OCA Code 606395, Object Level Three Code 6629, Object Level One 06, Project No. 690395.
Section 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund, upon receipt of certification by the Director of the department administering said project; that the project has been completed and the monies are no longer required for said project, except that no transfer shall be so made from a project funded by monies from more than one source.
Section 5. That Section 1, Public Utilities/Water 60-09 of Ordinance 1070-2005 is hereby amended as follows:
