PROPOSED USE: Less-objectionable manufacturing and commercial uses.

 

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on March 13, 2025.

 

WESTLAND AREA COMMISSION RECOMMENDATION: Approval.

 

CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of one undeveloped parcel and one parcel developed with a single-unit dwelling, both in the R, Rural District. The requested L-M, Limited Manufacturing District will allow limited manufacturing and commercial uses. The limitation text includes use restrictions allowing less-objectionable manufacturing and limited commercial uses, and supplemental development standards addressing setbacks, building height, traffic access, loading, and building design. Additionally the text includes commitments to develop the site in accordance with the submitted site plan, landscape plan, and building elevations. The site is within the planning boundaries of the Westland Area Plan (1994), which recommends “Industrial/Manufacturing” land uses at this location. Additionally, the Plan includes complete adoption of the Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). The proposed L-M district is consistent with the Plan’s land use recommendation and the existing zoning and development pattern along the northern side of Alkire Road. Additionally, the proposed building elevations and the landscaping and screening depicted along the northern property line, are consistent with C2P2 design guidelines.

WHEREAS, application #Z24-062 is on file with the Department of Building and Zoning Services requesting rezoning of 8.12± acres from R, Rural District, to L-M, Limited Manufacturing District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the Westland Area Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the requested L-M, Limited Manufacturing District will allow less-objectionable manufacturing and commercial uses that are consistent with the land use recommendations of the Westland Area Plan and the existing development and zoning pattern along this portion of Alkire Road, and include site plans and building elevations that demonstrate consistency with C2P2 Design Guidelines; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

Situated in the State of Ohio, County of Franklin and in the City of Columbus:

 

Being a part of Mary A. Reinhard 80.288 acre tract (by survey) (deed 79.24 acre) (8-24-29, Deed Book 929, Page 37, Recorder's Office, Franklin County, Ohio), and being situated in Virginia Military Survey No. 1462, Township of Prairie, County of Franklin, State of Ohio, and being more particularly described as follows:

I. Introduction:

 

The Applicant seeks to rezone a +/- 8.12 acre site located at 4810 Alkire Road from R, Rural District, to L-M, Limited Manufacturing District. The site consists of two parcels. The majority of the site is a vacant 7.846 acre parcel. The second parcel is .28 acres and developed with a single-unit residence.

 

All of the property to the west is zoned for manufacturing uses and includes various warehouses and an airport. The adjacent property to the east is also zoned for manufacturing and used for warehouse and transportation. The neighborhood to the north is zoned residential and developed with single-unit residential uses. The properties to the south, across Alkire, are zoned for single-unit and multi-unit residential uses.

 

The site is located within the boundaries of the Westland Area Commission. The site is also located within the planning boundary of the Westland Area Plan, which recommends Industrial/Manufacturing uses at on this site.

 

The Applicant proposes development of this site with a  110,500 square foot building for light industrial uses.

 

The requested Limited-Manufacturing District commits to site plan development standards, architectural design, and prohibits objectionable manufacturing uses.

 

II. Permitted Uses

 

Those less objectionable manufacturing and commercial uses permitted by Sections 3363.01 through 3363.08, Manufacturing District, of the Columbus City Code.

                     

III. Development Standards:

 

Except as otherwise indicated in the written text or the submitted Preliminary Site Plan, the applicable development standards are those contained in Chapter 3363 of the Columbus City Code.

 

A. Density, Height, Lot, and/or Setback Commitments:

 

1. The minimum building setback shall be 50 feet from Alkire Road right-of-way.

 

2. The minimum parking setback shall be 25 feet from Brandigen Lane right-of-way.

 

3. The maximum building height shall be 40 feet.

 

B. Access, Loading, Parking and/or other Traffic Related Commitments:

 

1. Access shall be provided as depicted on the Zoning Site Plan, subject to review and approval by the Department of Public Service, Division of Traffic Management.

 

2. A 78’ x 22’ area at the Brandigen Lane stub shall be dedicated as right-of-way to allow the City of Columbus to make improvements to accommodate refuse trucks.

 

C. Buffering, Landscaping, Open Space, and/or Screening Commitments:

 

Buffering, landscaping, and screening shall be provided as depicted on the Landscape Requirements Plan.

 

D. Building Design and/or Exterior Treatment Commitments:

 

The ±110,500 square foot building shall be designed in substantial conformance with the submitted Exterior Elevations.

 

E. Lighting and/or other Environmental Commitments: N/A.

 

F. Graphics and/or Signage Commitments: All graphics and signage shall comply with the Graphics Code, Article 15, Title 33 of the Columbus City Code. Any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.

 

G. Miscellaneous Commitments:

 

1. The site shall be developed in substantial conformance with the submitted exhibits titled “Zoning Site Plan,” “Landscape Requirements Plan,” and “Exterior Elevations.” These plans and exhibits may be adjusted to reflect engineering, topographical or other site data developed at the time that development and engineering plans are completed. Any slight adjustment to the plans shall be reviewed and may be approved by the Director of the Department of Building and Zoning Services, or a designee, upon submission of the appropriate data regarding the proposed adjustment.

 

2. The Applicant shall install a guardrail along the Alkire Road frontage areas adjacent to the retention pond, as depicted on the Zoning Site Plan.

 

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
