Explanation
BACKGROUND: This ordinance authorizes an appropriation of $2,787,720.37 from the unappropriated balance of the Federal and State Law Enforcement Contraband Seizure Funds for the Division of Police. Funds were received from seized and forfeited property and are used solely for law enforcement purposes as specified in Ordinance 1850-85. These funds are needed to cover the cost of some of the Division of Police’s travel and training needs, software maintenance, upgrades and licenses, service renewals, maintenance contracts, furniture, and community educations expenses.
FISCAL IMPACT: This ordinance authorizes an appropriation of $2,787,720.37 in the Federal and State Law Enforcement Contraband/Seizure Funds for the Division of Police.

To authorize an appropriation of $2,787,720.37 from the unappropriated balance of the Law Enforcement Contraband Seizure Fund to the Division of Police to fund travel and training needs, software maintenance and licenses, maintenance services, and community education expenses for the Division of Police. Body
WHEREAS, monies were received from seized and forfeited property; and,
WHEREAS, funds received from these forfeitures must be solely used for law enforcement purposes as specified in Ordinance #1850-85; and,
WHEREAS, there is a need to appropriate funds in the Law Enforcement Contraband Seizure Fund in order to fund travel and training needs, software maintenance and licenses, maintenance services, and community education expenses; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2022, the sum of $2,787,720.37 is appropriated in Fund 2219 Law Enforcement Contraband Seizure Fund in Object Class 03 Contractual Services, Object Class 02 Materials and Supplies, and Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 2. That the monies appropriated in the foregoing Section 1 shall be paid upon order of the Public Safety Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 3. That all funds necessary to carry out the purposes stated herein in 2022 are hereby deemed appropriated in an amount not to exceed the available cash balance in the fund.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
