Title: To amend the 2011 Capital Improvement Budget; to authorize the transfer of $209,000.00 between projects within the Safety Voted Bond Fund; to authorize the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with M+A Architects for professional project administration consulting services for the decomissioning and/or possible demolition of various City-Owned facilities and structures; to authorize the expenditure of $365,000.00 from the Gov'l B.A.B.'s (Build America Bonds) Fund and the Safety Voted Bond Fund; and to declare an emergency. Explanation
BACKGROUND:  This legislation authorizes the Director of Finance and Management to enter into a contract on behalf of the Office of Construction Management with M+A Architects for professional project administration consulting services for the future demolition of City-Owned structures.   
 
The City needs to prepare for the decommissioning and demolition of four existing city buildings and associated structures and infrastructure located at the Greenlawn Avenue complex (at one time homes to functions of the Department of Public Safety, Public Service, and Finance and Management, and Recreation and Parks).  As well, the scope of services for this contract also includes the preparation of plans and specifications necessary for the decommissioning and/or demolition of any other buildings or facilities that may be deemed unfit, no longer of economic value for reuse or sale, or for which environmental or Code related issues make renovation or rehabilitation prohibitively expensive or difficult. These buildings have outlived their useful lives and are in poor condition, have environmental issues such as asbestos and lead paint that will need abatement, the need for a phase one analysis due to possible underground storage tanks and contaminated soils, and are on lands for which future development or construction is contemplated.
 
Actual demolition for any of these buildings and facilities will require Council authorization via subsequent legislative authority.
The Office of Construction Management solicited Requests for Statements of Qualifications, due on August 5, 2011.   The City received (11) eleven responses (0 FBE, 2*MBE):   Meyers + Associates Architecture, *Ribway Engineering Group Inc., Renouveau Design, Inc. , *Moody Nolan, M+A Architects, J.L. Bender Architects & Planners, Robert E. Evans Architects, Inc., MS Consultants Inc., CTL Engineering of Ohio, Inc., SPGB Architects, LLC., and DLZ.
Emergency action is requested so that the design for these services can begin as soon as possible. Nearly all of these buildings are in bad shape, potentially have multiple health and building Code violations, have been prone to break in and/or vandalism and are unsightly.
 
M + A Architects Contract Compliance No. 31-0989412, expiration date November 23, 2013.
Fiscal Impact:  The cost of this contract is $365,000.00. Funding will be provided by the Department of Finance and Management and the Department of Public Safety.   Sufficient funding is available in the Construction Management Capital Improvement Gov'l B.A.B.'S (Build America Bonds) Fund.  An additional $209,000.00 will be transferred between projects within the SafetyVoted Bond Fund.

Body
WHEREAS, the Finance and Management Department, Office of Construction Management desires to enter into professional project administration consulting services for the demolition of City-Owned structures; and
 
WHEREAS, these buildings have outlived their useful lives, have environmental issues such as asbestos and lead paint, and are on lands for which future development or construction is contemplated; and
WHEREAS, all of these buildings are in bad shape, potentially have multiple health and building Code violations, have been prone to break in and/or vandalism, and are unsightly; and
 
WHEREAS, M+A Architects is the most responsive and responsible bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management enter into a contract on behalf of the Office of Construction Management with  M+A Architects for professional project administration consulting services for the future decommissioning and/or demolition of City-Owned structures, thereby preserving the public health, peace, property, safety and welfare, now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 5.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7.  That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
