Explanation

 

BACKGROUND:  This legislation authorizes the Finance and Management Director to renew a contract on behalf of the Facilities Management Division with Dove Building Services at the Fire Training Academy located at 3639 Parsons Avenue, the Fire Training Building located at 3675 Parsons Avenue, and the Practical Skills Building located at 3663 Parsons Avenue. The original contract was authorized by Ordinance No. 0801-2018 and provided for four (4) one-year renewal options. The first annual renewal option was authorized by Ordinance 0864-2019.  The second annual renewal option was authorized by ordinance 0874-2020.

This ordinance seeks authority for the third (3rd) of four (4) annual renewal provisions provided for within the initial contract. The term of this contract will be for the period June 1, 2021 through May 31, 2022.

Dove Building Services, Inc. Contract Compliance No. CC004464, expiration date April 19, 2023

Emergency action is requested to ensure that the custodial services at the Fire Training Academy can continue without interruption.

Fiscal Impact: This ordinance authorizes the expenditure of $185,743.36, with Dove Building Services for custodial services at the Fire Training Academy, Fire Training Building, and the Practical Skills Building. This expenditure is budgeted in the Facilities Management Division in the general fund. In 2019, the Facilities Management Division expended $183,000.00 for these custodial services.  In 2020, the division expended $185,000.00 for these services.

To authorize the Finance and Management Director to renew a contract, on behalf of the Facilities Management Division, with Dove Building Services for custodial services at the Fire Training Complex; to authorize the expenditure of $185,743.36 from the general fund; and to declare an emergency. Body

 

WHEREAS, Ordinance No. 0801-2018, passed by City Council on April 12, 2018, authorized the original custodial services contract and provided for up to four (4) annual contract renewals; and 

WHEREAS, Ordinance No. 0864-2019, passed by City Council on April 15, 2019, authorized the first (1st) of four (4) annual contract renewals; and

WHEREAS, Ordinance No. 0874-2020, passed by City Council on May 5, 2020, authorized the first (2nd) of four (4) annual contract renewals; and

WHEREAS, it is necessary to exercise the third (3rd) annual renewal option and renew the contract for the period June 1, 2021 through May 31, 2022; and 

WHEREAS, it is necessary to authorize the expenditure of $185,743.36 from the general fund; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director to renew a contract with Dove Building Services so that custodial services at Fire Training Complex can continue without interruption, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director is hereby authorized to renew a contract, on behalf of the Facilities Management Division, with Dove Building Services for custodial services at the Fire Training Complex.

SECTION 2.  That the expenditure of $185,743.36, or so much thereof as may be needed, is hereby authorized in the General Fund 1000, in Object Class 03 - Contractual Services per the accounting codes in the attachment to this ordinance.

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
