Explanation

BACKGROUND:  The Office of CelebrateOne received funding from The Franklin County Department of Job and Family Services to develop a culturally-informed digital media advertising campaign that promotes safe sleep practices and neighborhood initiatives focused on teen health education. To complete the deliverables of this grant, CelebrateOne will contract with The Saunders Company LLC, Nationwide Children’s Hospital and Planned Parenthood of Greater Ohio in the total amount of $647,414.91 for the period of October 1, 2021 through September 30, 2022. 

 

The Saunders Company LLC contract in the amount of $330,000.00 will develop a culturally -informed media advertising campaign that promotes safe sleep practices and to increase enrollment in home visiting services. These services were advertised through Bonfire (RFQ14474) according to bidding requirements of the City Code.

 

The Planned Parenthood of Greater Ohio sub-award agreement in the amount of $167,414.91 will continue a community based peer to peer education program for teens to develop healthy lifestyles and responsible choices by adolescents. Peer educators will receive training and incentives to increase their knowledge of essential, evidence based sexual health information, establish important leadership skills and gain confidence to engage their peers and larger community in vital conversations. These services were advertised through Bonfire (RFQ015529) according to bidding requirements of the City Code.

 

The Nationwide Children’s Hospital sub-award agreement in the amount of $150,000.00 will support the CelebrateOne goal to improve reproductive health planning by implementing evidence-based teen pregnancy prevention programming in schools. The continuation of this program has been ongoing since 2019 within selected Columbus City Schools.  This ordinance waives relevant competitive bidding provisions of the Columbus City Code.

 

In 2018, more Franklin County babies lived to celebrate their first birthday and the infant mortality rate dropped across the populations. Infant mortality is a key indicator of a community’s overall well-being.  There was a 23% decrease in the infant mortality rate since 2011, from 9.6 to 7.5 per 1,000 live births.  

 

This ordinance is submitted as an emergency to ensure the grant deliverables are met within the required timeline.

 

FISCAL IMPACT:  This contract is entirely funded by the grant award from the Franklin County Department of Job and Family Services by Ordinance 3056-2021.

Body

WHEREAS, CelebrateOne has received funding from the Franklin County Department of Job and Family Services to develop a culturally-informed digital media advertising campaign that promotes safe sleep practices and to provide teen peer to peer reproductive health education ; and

 

WHEREAS, The Saunders Company LLC has been awarded the contract through the RFP process to provide continued services for a digital media advertising campaign for safe sleep; and

 

WHEREAS, Planned Parenthood of Greater Ohio has been awarded the contract through the RFP process to provide continued teen reproductive health education; and

 

WHEREAS, Nationwide Children’s Hospital will lead teen reproductive efforts within selected Columbus City Schools and it is in the best interest of the City to waive competitive bidding provisions of the Columbus City Code Chapter 329 in order to enter into this contract ; and  

 

WHEREAS, the contract period is October 1, 2021 through September 30, 2022; and

 

WHEREAS, an emergency exists in the usual daily operation of the Office of CelebrateOne in that it is immediately necessary to authorize the Executive Director to enter into contract and sub-award agreements with three vendors, to promote safe sleep practices and teen reproductive health education for the immediate preservation of the public health, peace, property, safety, and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Executive Director, Office of CelebrateOne, is hereby authorized to enter into contract with The Saunders Company LLC to provide continued services for a digital media advertising campaign for safe sleep in the amount of $330,000.00 for the time period of October 1, 2021 through September 30, 2022.

 

SECTION 2. That the Executive Director, Office of CelebrateOne, is hereby authorized to enter into a sub-award agreement with Planned Parenthood of Greater Ohio in the amount of $167,414.91 for the time period of October 1, 2021 through September 30, 2022.

 

SECTION 3. That the Executive Director, Office of CelebrateOne is hereby authorized to enter into a sub-award agreement with Nationwide Children’s Hospital in the amount of $150,000.00 for the period of October 1, 2021 through September 30, 2022.

 

SECTION 4. That this Council finds that it is in the best interest of the City to waive competitive bidding provisions of the Columbus City Code Chapter 329 to enter into contract with Nationwide Children's Hospital.

 

SECTION 5.  That to pay the cost of said services, the expenditure of $647,414.91 is hereby authorized from the Office of CelebrateOne, General Government Grants Fund, Fund No. 2220, Office of CelebrateOne, Department No. 4005, per the accounting codes attached to this ordinance.

 

SECTION 6. That the monies appropriated in the foregoing Section 5 shall be paid upon the order of the Office of CelebrateOne, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 7. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused city match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 8.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
