CALL TO ORDER

The meeting was called to order by Ms. Crabill.

All members present voted in the affirmative. The Minutes were approved as submitted.

OLD BUSINESS

(There was no old business)

Approval of Minutes

Ms. Crabill asked if there was a motion to approve the minutes of the September 29, 2025 meeting.

A motion was made by Ms. Blevins and seconded by Clerk Johnson to approve the minutes.

The Clerk called the roll.

The minutes were approved as submitted.

Old Business

Ms. Crabill stated there were no items noted under Old Business from the September 29, 2025 meeting.

New Business

Ms. Crabill introduced Item #1. Department of Public Safety - Police submitted an RC-2 with four (4) amendments to their existing retention schedule. Copies of the full retention schedule are available upon request.

The following schedule additions were submitted:

Schedule Number 10-1

Record Title: Mobile Video Recordings - Retention: 90 days unless tagged as evidence, then 30 months.

No RC-3 required.

Schedule Number 24-3a

Record Title: Axon License Plate Reader Data

Retention Period: 30 months

Media Type: Electronic

Schedule Number 24-3b

Record Title: Vigilant License Plate Reader Data

Retention Period: 30 months

Media Type: Electronic

Schedule Number 24-3c

Record Title: Flock License Plate Reader Data

Retention Period: 30 days

Media Type: Electronic

It was noted that upon submitting changes at the September 29, 2025 meeting, the Division’s RC-2 was inadvertently submitted using an outdated version that did not include all approved 2024 additions. The Department requested that the 2024 and 2025 approved schedules be merged to ensure that the three Flock/LPR retention schedule numbers previously approved by the State are included in the most up-to-date version of the Division’s RC-2.

Ms. Crabill asked if there were any questions or discussion.

Ms. Blevins, Citizens Representative, inquired why Schedule Number 24-3c reflected a 30-day retention period rather than 30 months, as listed for the previously submitted schedule numbers. Records Officer Clinton Foster explained that the records consist of captured data and do not require a longer retention period.

Ms. Crabill asked if there were any questions or discussion on this request. Hearing none, she asked for a motion to approve Item #1.

A motion was made by Ms. Blevins to approve Item #1. The motion was seconded by Ms. Atkinson.

The Clerk called the roll.

All members voted in the affirmative. The items were approved as submitted.

Other Business

Ms. Crabill asked if there was any other business to come before the Commission.

There being none, a motion was made by Ms. Johnson and seconded by Ms. Atkinson to adjourn the meeting.

The Clerk called the roll. All members voted in the affirmative.

The motion carried.

The next Records Commission meeting will be held on May 18, 2026.

The meeting was adjourned at 10:07 a.m.
