DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (6-0) on February 9, 2023.

 

FRANKLINTON AREA COMMISSION RECOMMENDATION:  Approval.

 

CITY DEPARTMENTS' RECOMMENDATION:  Approval. The site is a 0.07± acre undeveloped parcel, zoned in the R-4, Residential District. The requested CPD, Commercial Planned Development District permits the development of a seven-space private parking lot that will serve the uses located at 1251 West Broad Street. The CPD text establishes use restrictions and includes supplemental development standards that address parking setbacks, access, buffering and landscaping, and graphics provisions. The text includes a commitment to develop the site in accordance with the submitted site plan, and includes a modification for reduced setback. The site is within the boundaries of the West Franklinton Plan (2014), which recommends “Medium-High Density Residential” land uses at this location. The Plan also includes adoption of the Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). Although the proposal is inconsistent with the Plan’s land use recommendation, the requested CPD district site plan demonstrates adequate landscaping and screening and includes a commitment that bicycle parking will be located along the building frontage of 1251 West Broad Street to alleviate visibility concerns. Staff considers these aspects of the development to be consistent with C2P2 Design Guidelines and supports the request.

WHEREAS, application #Z22-087 is on file with the Department of Building and Zoning Services requesting rezoning of 0.07± acres from R-4, Residential District, to CPD, Commercial Planned Development District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the Franklinton Area Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the requested CPD, Commercial Planned Development District provides additional parking for the uses at 1251 West Broad Street, includes a site plan demonstrating adequate landscaping and screening, and includes bicycle parking along the West Broad Street, all consistent with C2P2 Design Guidelines; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

INTRODUCTION:

 

The site is 0.065 +/- acres located at the southeast corner of S. Princeton Avenue and W. Capital Street.

The Site is zoned “R4” Residential and is currently vacant lot parcel.  The applicant is requesting the rezoning to CPD with C-4 uses, limited to parking, so that it can be developed as a private parking lot, so the parking spaces can be tied to 1251 West Broad Street (PID: 010-025047-00).  The lot will consist of six parking spaces plus one ADA space for a total of seven parking spaces. The applicant proposes to develop the parking lot in accordance with the Site Plan submitted with this application.  The West Franklinton Plan (2014) says “Additional parking across the alley: On the south side of Broad, the lots are more shallow, limiting the number of parking spaces possible behind buildings.  As identified in the Franklinton Mobility Plan, the first one or two lots south of the alley could be considered for development of additional parking over time.”

 

1. PERMITTED USE:  C-4 Parking as Defined in Chapter 3356 C-4 Regional Scale Commercial District, excluding all other uses of the C-4 zoning classification, located within the Columbus City Code.

 

2. DEVELOPMENT STANDARDS: Except as otherwise noted above and herein, the applicable development standards of Chapter 3356, C-4: Regional Scale Commercial District and Chapter 3312: Off-Street Parking and Loading Standards shall apply.

 

A. Density, Lot and/or Setback Commitments.

 

Parking setback from the west property line shall be eight feet (8.0’).  This is a requested  modification to the ten-foot minimum as defined per CCC 3312.27.

 

B. Access, Loading, Parking, and/or Other Traffic Related Commitments.

 

Vehicular access will be from West Capital Street, abutting the north side of the parking lot.  Accessible parking spaces shall be provided as per CCC 3312.31.

 

C. Buffering, Landscaping, Open Space, and/or Screening Commitments.

 

The parking lot shall be landscaped in accordance with the attached site plan.  The screening on the south and east sides of the parking lot will be five (5) feet tall, 75% opacity.  Screening on the west side fronting Princeton Avenue will be three (3) feet tall, 75% opacity and will include one tree as shown on the Site Plan.

 

D. Building design and/or Interior-Exterior treatment commitments.

 

No building is permitted in the parking lot.

 

E. Dumpsters, Lighting, Outdoor Display Areas and/or Environmental Commitments.

 

The maximum height of parking lot lighting shall be 18 feet.

 

F. Graphics and Signage Commitments.

 

All signage and graphics shall conform to Article 15 of the Columbus City Graphics Codes, as it applies to the CPD, Commercial Planned Development District. Any variance to the sign requirements shall be submitted to the Columbus Graphics Commission.

 

G. Other CPD Requirements.

 

1. Natural Environment:  The site is located at the southeast corner of S. Princeton Avenue and W. Capital Street.

 

2. Existing Land Use:  The site is a vacant lot zoned “R4” Residential.

 

3. Circulation:  Vehicular access will be from West Capital Street, abutting the north side of the parking lot.

 

4. Visual Form of the Environment:  The parking lot will provide additional parking for the commercial building located 1251 West Broad Street (PID: 010-025047-00)

 

5. Visibility:  The site is visible from both Princeton Avenue and West Capital Street.

 

6. Proposed Development:  Accessory parking lot for the commercial building located 1251 West Broad Street (PID: 010-025047-00).

 

7. Behavior Patterns:  Vehicular access and on-site circulation shall be as depicted on the Site Plan with access from West Capital Street.

 

8. Emissions:  Development will conform to City of Columbus requirements as further controlled by development standards of this development text.  There will be no objectionable emissions.

 

H.  Modification of Code Standards:

3312.27 Parking setback lines: A modification is requested to reduce the required ten-foot (10’) setback to eight feet (8’).  In support of the modification, the existing residence to the south is less than eight feet (8’) from the existing right of way.

 

I. Miscellaneous Commitments:

 

The site shall be developed in general conformance with the submitted Site Plan titled, “Princeton Avenue Parking,” attached to this application.  The plan may be adjusted to reflect engineering, topographical or other site data developed at the time that development and engineering plans are completed. Any slight adjustment to the Plan shall be reviewed and may be approved by the Director of the Building and Zoning Services Department, or a designee, upon submission of the appropriate data regarding the proposed adjustment.

 

SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
