Explanation
BACKGROUND:
This ordinance will authorize the Director of the Department of Human Resources to accept a grant in the amount of $30,000.00 from the Ohio Department of Development for the TechCred Training Plan - Round 33.
The Department of Human Resources applied for the TechCred Program Grant. The Ohio Department of Development approved the Department of Human Resources grant application in the amount of $30,000.00 for the TechCred Training Plan - Round 33. The effective date of the grant is June 1, 2025, and the end date is September 30, 2026. The training plan consists of Artificial Intelligence for Business credentials.
The Department of Human Resources shall complete and submit reimbursement requests as instructed by the Ohio Department of Development, including providing documentation that evidences the credential has been completed, invoices, and proofs of payment of related costs. The grantee shall submit reimbursement requests no more than once every 30 days during the grant period or within six (6) weeks of the credential being obtained.
The Department of Human Resources shall provide a status update on all approved credentials every four (4) months beginning on the effective date of the agreement or when a reimbursement request is submitted, whichever is earlier. The Status Report shall provide information as to whether the credential(s) are (i) in process, (ii) not started but will be completed by the project completion date, (iii) completed but not submitted for reimbursement, (iv) completed and submitted for reimbursement or reimbursed, or (v) canceled.
FISCAL IMPACT:
This ordinance will authorize the appropriation of $30,000.00 to Fund 2220 (General Government Grants Fund).
EMERGENCY DESIGNATION:
Emergency action is requested to accept and appropriate these funds from the Ohio Department of Development for a TechCred Training Plan - Round 33 so it can be placed into service immediately.

WHEREAS, the City of Columbus, Department of Human Resources, applied for the TechCred Program Grant; and
WHEREAS, the Ohio Department of Development approved the Department of Human Resources grant application in the amount of $30,000.00 for the TechCred Training Plan - Round 33; and
WHEREAS, the training plan consists of Artificial Intelligence for Business credentials; and
WHEREAS, the Department of Human Resources shall complete and submit reimbursement requests as instructed by the Ohio Department of Development, including providing documentation that evidences the credential has been completed and invoices, and proofs of payment of related costs; and

WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Development for the TechCred Training Plan - Round 33; and
WHEREAS, an emergency exists in that it is immediately necessary to accept these grant funds from the Ohio Department of Development and to appropriate these funds to the Department of Human Resources for the immediate preservation of the public health, peace, property, safety, and welfare, and to avoid delay in the training plan; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Human Resources is authorized and directed to accept a grant and enter into a contract with the Ohio Department of Development for the TechCred Training Plan - Round 33. The amount of the grant is $30,000.00.
SECTION 2. That from the unappropriated monies in the General Government Grants Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the subgrant award period, the sum of $30,000.00 is appropriated in Fund 2220 (General Government Grants Fund), from Dept-Div 4601 (Human Resources), Project G462501 (2025 TechCred Training Plan - Round 33), in Object Class 03 (Purchased Services), per the account codes in the attachment to this ordinance.
SECTION 3. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized, and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 4. That the Director of the Department of Human Resources is hereby authorized and directed to accept any additional grant awards from the Ohio Department of Development for the TechCred Program Grant for the period of June 1, 2025, through September 30, 2026.
SECTION 5. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2025, any additional awarded funds are appropriated in Fund 2220 (General Government Grants Fund), according to notification of award or grant agreement by the grantor.
SECTION 6. That funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 8. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
