Explanation
 
Background:  This legislation authorizes the Finance and Management Director to enter into a professional services contract for the Office of Construction Management with Advanced Engineering Consultants for architectural and engineering consulting services for the City Hall HVAC, Fire Protection System, and Plumbing System Renovation Project.  The Office of Construction Management wishes to use Advanced Engineering Consultants through the completion of the project.  Services are to include, but are not limited to: providing HVAC, plumbing, and sprinkler system design and construction administration services; upgrading to a 15kV switch and electrical service to the HVAC equipment; and, providing architectural support services for this project. This project will comply with LEED criteria and serve to maintain the historical integrity of City Hall.
 
Requests for Statements of Qualifications were available on February 6, 2007, and responses were to be submitted on or before March 2, 2007.  The City received three statements, from the following firms: Advanced Engineering Consultants (FBE), Dynamix Engineering, Ltd. (MBE), and Roger D. Fields & Associates.  A three-person committee evaluated the proposals, consisting of one member from the Equal Business Opportunity Commission Office and two members from the Office of Construction Management.   
 
The scores were as follows:
  Advanced Engineering Consultants (FBE): 514 points
 Dynamix Engineering, Ltd. (MBE): 503 points
 Roger D. Fields & Associates: 465 points
 
Advanced Engineering Consultants was the highest-ranked firm, receiving consistently high marks from the Committee. Overall, the Evaluation Committee has decided the statement submitted by Advanced Engineering Consultants best spoke to the spirit and intent of the request. Furthermore, the Committee believes they presented a team that could best respond to not only the engineering-related issues, but also those surrounding the architectural integrity of City Hall. In addition, Advanced Engineering Consultants is currently part of a team that is working on other City Hall renovations. The Finance and Management Director confirmed the Committee's decision.
 
This ordinance also authorizes the transfer of $362,358.86 between projects within the Construction Management Capital Improvements Budget as a temporary funding measure until bonds are sold to reimburse the Muncipal Court Renovation Project and amends the 2007 Captial Improvement Budget, ordinance #0733-2007, to reflect the expenditure of this project.
 
Emergency action is requested so that the needed HVAC upgrades can be initiated and completed as quickly as possible, thereby restoring proper heating and cooling within the building. Additionally, this project will upgrade the electrical service, provide for the design of a sprinkler system, and maintain the architectural significance of City Hall.
 
Fiscal Impact:  The total amount of this contract is $580,000.00.  The amount of $362,358.86 will be transferred from the Municipal Court Renovations Project to the City Hall Renovations Project.  This is a temporary measure and the amount will be reimbursed upon completion of the bond sale.

Body
 
WHEREAS, the Finance and Management Department, Office of Construction Management, desires to contract with a professional services company for general architectural and engineering services for the City Hall  HVAC, Fire Protection System, and Plumbing System Renovation Project, and
 
WHEREAS, the Finance and Management Department advertised Requests for Statements of Qualifications (RFSQ's) on February 6, 2007, and
 
WHEREAS, a three-person evaluation committee recommended Advanced Engineering Consultants as the most qualified firm, and
 
WHEREAS, this ordinance amends the Capital Improvements Budget, ordinance #0733-2007, and
 
WHEREAS,  this ordinance authorizes the City Auditor to transfer $362,358.86 between projects within the Construction Management Capital Improvments Budget, and
 
WHEREAS, it is the recommendation of the Finance and Management Director to contract with Advanced Engineering Consultants for general architectural and engineering services, and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to contract with Advanced Engineering Consultants for general architectural and engineering services for the City Hall  HVAC, Fire Protection System, and Plumbing System Renovation Project in order to enable the City to have access to these critical services immediately, now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the 2007 Capital Improvement Budget is hereby amended as follows:
