Background
This ordinance authorizes the Director of the Department of Technology (DoT) to renew the contract with vCloud Tech Inc., for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS) in the amount of $104,510.00.
Since 2017, the City of Columbus Technology Department has worked with Columbus City Schools (CCS) to install and maintain their VOIP (voice-over-internet-protocol) phone system. Federal mandates under the Ray Baum Act and Keri's Law require that schools have an updated E911 system in place within their VOIP infrastructure to ensure that 911 call takers can identify the “soft-phone” locations of callers. Authorization of this contract will ensure that CCS will remain federally compliant with these mandates.
Ordinance 1776-2025 authorized the Director of the Department of Technology to enter into a contract with vCloud Tech Inc. for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS). The contract was advertised through Vendor Services as RFQ030565 and awarded to vCloud Tech Inc., who was the lowest, most responsive bidder of $107,876.25. This original contract established and authorized contract language allowed for four (4) additional one-year terms.
This ordinance authorizes the first renewal at a total cost of $104,510.00 for a period of twelve (12) months, starting on August 20, 2026, to August 19, 2027.

1.2 Reasons additional goods/services could not be foreseen:
This renewal is necessary and has been previously mutually agreed upon as an annual renewal to ensure that Columbus City Schools (CCS) will remain compliant with federal mandates under the Ray Baum Act and Keri's Law requiring that schools have an updated E911 system in place within their VOIP infrastructure to ensure that 911 call takers can identify the “soft-phone” locations of callers.
1.3 Reason other procurement processes are not used:
The Columbus City Schools currently utilize vCloud Tech Inc., for Redsky MyE911 and E911 Anywhere services. This renewal will extend subscription services for an additional one-year term. Renewing this contract with vCloud Tech Inc. is in the best interest of the City to ensure continued operational efficiency and uninterrupted services for Columbus City Schools (CCS).

WHEREAS, Ordinance No. 1776-2025 authorized the Director of the Department of Technology to enter into a contract with vCloud Tech Inc., for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS); and
WHEREAS, the Department of Technology desires to renew the contract with vCloud Tech Inc. for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS); and
WHEREAS, the contract established and authorized contract language allowing four (4) additional one-year terms. This ordinance authorizes the first of four annual renewals; and
WHEREAS, the above-described renewal will be for one year, starting on August 20, 2026 through August 19, 2027 at a cost of $104,510.00; an
WHEREAS, it has become necessary in the usual daily operation of the city for the Department of Technology to authorize the Director Technology, to renew a contract with vCloud Tech Inc., for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS), thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology be and is hereby authorized to renew a contract with vCloud Tech Inc. for the subscription of Redsky MyE911 and E911 Anywhere services for the Columbus City Schools (CCS) for a period of twelve (12) months, beginning on August 20, 2026, and ending on August 19, 2027, at the total cost of $104,510.00.
SECTION 2. That the expenditure of $104,510.00 or so much thereof as may be necessary is hereby authorized as shown in the attachment to this ordinance. (See attachment: 1541-2026EXP)
SECTION 3: That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5: That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
