BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional services contract for Taylor Road 2MG Water Storage Tank, Contract No. 1063, C.I.P. No. 690426 in conjunction with the 2005 Capital Improvement Program for the Division of Water.  In accordance with the provisions of Chapter 329.11, of the Columbus City Codes 1959, Request For Statement of Qualifications for ten (10) projects were received and reviewed from thirty-nine (39) engineering firms. The following three (3) firms were selected as finalists for this project and they submitted technical proposals by the June 18, 2004 deadline:
 
R.D. Zande & Associates, Inc.
Gannett Fleming Engineers and Architects, P.C.
Metcalf & Eddy of Ohio, Inc.
 
The proposals were judged on their technical merits by a point system.  Based on the evaluations of the Selection Committee, R.D. Zande & Associates, Inc. was selected.  The Division of Water does not have sufficient personnel to prepare the plans and specifications to complete this project in a timely manner.  It is necessary to obtain the services of a consulting engineer so that the plans and specifications can be developed to facilitate the construction of this component of the Capital Improvement Program.The professional services authorized by this legislation are for the design portion of this project. A contract modification with R.D. Zande & Associates, Inc. will be requested for construction administration required during the construction phase of this project.

FISCAL IMPACT:  This project was included in the 2005 C.I.B. and is being funded by current monies.

Body
 
WHEREAS, the Division of Water does not have sufficient personnel to prepare plans and specifications, for this 2005 Capital Improvement Project, therefore, making it necessary to obtain the services of consulting engineers, and
 
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into contract with a consulting engineer in order that this 2005 Capital Improvement Project may be completed at the earliest possible date for the preservation of public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Director of Public Utilities be and is hereby authorized to enter into a contract with R.D. Zande & Associates , Inc., 1500 Lake Shore Dr., Columbus, Ohio 43204  for the preparation of the Taylor Road 2MG Water Storage Tank plans and specifications.
 
Section 2.  That the sum of $93,000.00 or as much thereof as may be needed, be and the same is hereby authorized from the Water Works Enlargement Voted 1991 Bonds Fund No. 606, Department 60, Division 09, OCA Code 606426, Object Level Three 6621, Object Level One 06, Project Number 690426, Division of Water Contract Number 1063, to pay the cost thereof.
 
Section 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification from the Director of the department administering said project except that no transfer shall be so made from a project account funded by monies from more than one source.
 
Section 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
