Explanation
BACKGROUND: This legislation authorizes the amendment of Ordinance No. 0819-2025, passed by Columbus City Council on April 21, 2025, which authorized the Director of the Department of Development to enter into a Subrecipient Not-for-Profit Service Contract with the Community Shelter Board in an amount up to $325,000.00 for Tenant Based Rental Assistance and authorized the payment of expenses beginning January 1, 2025. An amendment is now required in order to change the agreement type from a Subrecipient Not-for-Profit Service contract to a Not- for- Profit Service contract as well as change the funding type from the 2025 HOME Investment Partnerships Program (HOME) entitlement grant to the general fund and authorize the transfer in appropriation between object classes within the Division of Housing Stability’s general fund budget.
EMERGENCY DESIGNATION: An emergency exists as the need to correct the agreement type and funding source will allow the program to assist the city’s most vulnerable population and help to prevent homelessness.
CONTRACT COMPLIANCE: the vendor’s vendor number is 004795 and expires 12/10/2026.
FISCAL IMPACT: Funding for this 2025 agreement shall be from the departments general fund budget
Title
To amend Ordinance No. 0819-2025, passed by Columbus City Council on April 21, 2025 for the purpose of revising the funding source from the HOME Grant to the Department of Development’s general fund budget as well as the agreement type from a Subrecipient Not-for-Profit Service Contract to a Not-for-Profit Service Contract, to authorize the transfer between object classes; and declare an emergency. ($325,000.00)

WHEREAS, the need exists to amend Ordinance No. 0819-2025, which was approved by Columbus City Council on April 21, 2025; and
WHEREAS, the ordinance authorized the Director of the Department of Development to enter into a Subrecipient Not-for-Profit Service Contract with the Community Shelter Board in an amount up to $325,000.00 and authorize the payment for expenses starting January 1, 2025 utilizing HOME grant funding; and
WHERAS, a transfer of appropriation in an amount up to $325,000.00 is now needed between object classes; and
WHEREAS, an emergency exists in the usual and daily operations of the Department of Development that the need exists to amend Ordinance No. 0819-2025, approved by Council on April 21, 2025, to revise the agreement type and the funding source contract will allow the Community Shelter Board to continue to provide Tenant Based Rental Assistance Program, which provides homeless or those in danger of being homeless in our community thereby preserving the public health, peace, property, and safety; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1 of Ordinance No. 0819-2025 is hereby amended to revise the agreement type from a Subrecipient Not-for-Profit service agreement to a Not-for-Profit service contract as follows with additions in underline and deletions in strikethrough:
SECTION 1. That the Director of Development is hereby authorized to enter into a Subrecipient Not-for-Profit Service Contract Not-for-Profit Service Contract with the Community Shelter Board (CSB) in an amount up to $325,000.00 for the Tenant Base Rental Assistance Program and authorizes the payment of expenses starting January 1, 2025.
SECTION 2. That existing Section 1. Of Ordinance No 0819-2025 is hereby repealed.
SECTION 3. That Section 3 of Ordinance No. 0819-2025 is hereby amended to revise the funding source from the HOME grant to the Department of Development’s general fund budget, as follows, with additions in underline and deletions in strikethrough:
SECTION 3. That the expenditure of $325,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2201 (HOME Investment Partnerships Program) 1000, Dept-Div 4410 (Housing) 4412 (Housing Stability), Project G442402, object class 03 (Services), per the account codes in the attachment to this ordinance.
SECTION 4. That existing Section 3 of Ordinance No. 0819-2025 is hereby repealed.
SECTION 5. That the transfer in an amount up to $325,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (HOME Investment Partnerships Program), Dept-Div 4412 (Housing Stability), between object class 01 (Personnel) and object class 03 (Services) per the account codes in the attachment to this ordinance.
SECTION 6. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
