Explanation
 
BACKGROUND:      The Columbus Health Department has been awarded a continuation grant from the Ohio Children's Trust Fund through the Kids in Different Systems agency.  This ordinance is needed to accept and appropriate $75,000 in grant money to fund the In-Home Parenting program for the period July 1, 2004 through June 30, 2005
 
The In-Home Parenting program provides a parenting advisor who models appropriate childcare, play, discipline, parent support and education for pregnant women living in high abuse areas of Franklin County.    
 
 
FISCAL IMPACT:        The program is primarily funded by the Ohio Children's Trust Fund and does not generate revenue.  The program does require a 20% match from the City, which is budgeted and available.
 
 
 
Title
 
To authorize and direct the Columbus Health Department to accept a grant from the Ohio Children's Trust Fund in the amount of $75,000 and to authorize the appropriation of $75,000 from the Health Department Grants Fund.  
 
 
 
Body
 
WHEREAS,      $75,000.00 in grant funds have been made available through the Ohio Children's Trust Fund; and,                           
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Board of Health is hereby authorized and directed to accept a grant award of $75,000.00 from the Ohio Children's Trust Fund for the In-Home Parenting program for the period July 1, 2004 through June 30, 2005.
 
SECTION 2.      That from the unappropriated monies in the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said Fund from any and all sources during the twelve months ending June 30, 2005, the sum of $75,000 is hereby appropriated to the Health Department, Division No. 50, as follows:

SECTION 3.      That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.       This ordinance shall take effect and be in force from and after the earliest period allowed by law.
