Explanation
BACKGROUND:
Need: The Division of Fire has been awarded a grant from the Department of Homeland Security to purchase a robot for the Bomb Squad. The total cost of the system will be $303,480.00; a payment of $300,000.00 will be issued by Franklin County, and the balance of $3,480.00 will be issued by the City of Columbus. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 1917-2005 to enable this type of purchase.
This legislation will authorize and direct the Director of Finance & Management to execute those documents necessary for the acquisition of this equipment.
Bid Information: The Division of Fire applied for and was approved for a SHSG grant to purchase a new robot. The grant requirements are such that purchasing this vehicle pursuant to section 329.06 (Formal Competitive Bidding) of the Columbus City Code is not possible due to the expiration date of the grant.
This Company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

Emergency Designation: This legislation is to be declared an emergency measure due to it being imperative that legislative approval occur prior to expiration of the grant period.

Budgeted Amount: Funding exists within the Safety Bond Fund for this expenditure.
Body
WHEREAS, the Division of Fire is in need to acquire a new robot in it's Bomb Squad operations; and
WHEREAS, the Division of Fire has been awarded a grant from the Department of Homeland Security to purchase a new robot for it's bomb Squad; and
WHEREAS, an emergency exists in the daily operation of the Division of Fire, Department of Public Safety, in that it is necessary to authorize and direct the Director of Finance & Management to execute those documents necessary for the acquisition of said robot prior to the expiration of the grant period, for the preservation of the public health, peace, property, safety and welfare; Now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Director of Finance & Management be and is hereby authorized and directed to execute those documents necessary and enter into a contract for the acquisition of a bomb response vehicle from BOZ Robots for the Division of Fire's Bomb Squad.
Section 2. That the expenditure of $3,480.00, or so much thereof as may be necessary, be and is hereby authorized from the Safety Bond Fund 701, Division of Fire No. 30-04, Object Level Three 6641, OCA 644559, Project 340101.
Section 3. This Council finds it is in the best interest of the City of Columbus to waive the provisions of Section 329.06 of the Columbus City Codes to permit the aforementioned purchase.
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
