Title: To endorse the application by Franklin County Metro Parks to the State of Ohio for the Clean Ohio Assistance Funds for the Whittier Peninsula, and to declare an emergency.
Explanation
 
Background:
This ordinance will provide endorsement of the Franklin County Metro Parks in their application for the Clean Ohio Assistance Funds.
 
Franklin County Metro Parks is applying for the Clean Ohio Funds to assist with the environmental abatement and demolition of the Lazarus Warehouse on the Whittier Peninsula.
 
The City owns property and must provide documentation that they have given Metro Parks the authority to implement the project.
 
Emergency action is required to meet the grant deadlines.

Title
 
To endorse the application by Franklin County Metro Parks to the State of Ohio for the Clean Ohio Assistance Funds for the Whittier Peninsula, and to declare an emergency.
 
 
Body
 
      WHEREAS, the State of Ohio, Department of Development, provides financial assistance to local governments for the purpose of addressing local needs; and
 
      WHEREAS, the Columbus and Franklin County Metropolitan Park District hereinafter Metro Parks, participate in the program to receive financial assistance under the Clean Ohio Assistance Fund for environmental cleanup and demolition of the former Lazarus Warehouse on the Whittier Peninsula; and
 
      WHEREAS, the Metro Parks has the authority to apply for financial assistance and to administer the amounts received from the State of Ohio, Clean Ohio Council, Clean Ohio Assistance Fund; and
 
      WHEREAS, the Metro Parks is prepared to provide funds for any local match or expenses that exceed the financial assistance provided from the Clean Ohio Assistance Fund; and
 
      WHEREAS, it is in the best interest of the City to authorize the Director of Metro Parks to apply for Clean Ohio Assistance Funds and enter into agreements for the environmental clean up and demolition of the former Lazarus Warehouse; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to endorse the application to meet grant deadlines; now, therefore
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That this council authorizes the Director of the Columbus and Franklin County Metropolitan Park District to file an application with the State of Ohio, Department of Development, Clean Ohio Assistance Fund and enter into an agreement or agreements for the environmental cleanup and demolition of the Lazarus Warehouse on the Whittier Peninsula.
 
      SECTION 2.   That the Executive Director of Recreation and Parks, be and is hereby authorized to execute, certify and/or furnish other such documents and do all other actions as are necessary and incidental to further the grant application and agreement or agreements referred to in Section 1, including the granting of any license agreements or temporary access to city property on the Whittier Peninsula agreements.
 
      SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
