Explanation
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into contract with Schooley Caldwell Associates for professional services related to the Griggs Boat House Project, for the amount of $287,500.00.
Schooley Caldwell Associates was selected for this project from proposals received from six (6) firms. It was determined that Schooley Caldwell proposal and experience far exceeded the other firms. Schooley Calwell was selected based on experience, availability, and knowledge of project. Project includes the schematic design, design development, construction documents, bidding, and construction administration for Griggs Boat House.

Emergency action is necessary to allow project to begin as soon as possible.
This project is being funded by the Ohio State University, built on City of Columbus Recreation and Parks' property.
Fiscal Impact:
$287,500.00 is required and has been deposited in the non - Bond Fund 785 to meet the financial obligation of this contract.

To authorize and direct the Director of Recreation and Parks to enter into contract with Schooley Calwell Associates for professional services related to Griggs Boathouse Project, to authorize the expenditure of $287,500.00 from the non bond fund 785, and to declare an emergency. ($287,500.00)
Body
WHEREAS, proposals were received from six firms for professional services related to the Griggs Boathouse Project; and
WHEREAS, the contract will be awarded based on experience, availability, and knowledge of project site; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract to allow project to begin as soon as possible; now, therefore
WHEREAS, City Council Ordinance #0879-2007 has been approved for a lease agreement between the City of Columbus Recreation and Parks Department and OSU; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Schooley Caldwell for professional services related to the Griggs Boathouse Project.
Section 2. That the expenditure of $287,500.00, or so much thereof as may be necessary, be and is hereby authorized from non bond fund No. 785, Dept. 51-01, as follows, to pay the cost thereof.

Section 3. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
