Explanation
Background: The Transportation Division is responsible for maintaining the City's roadway system. To accomplish this mission, the Division requires two pole barns to protect maintenance equipment from adverse weather conditions when the equipment is not in use. The pole barns will be purchased as kits and will be assembled by division personnel at the Marion Road and Roberts Road outposts.
Bids were advertised in the City Bulletin and were received by the Purchasing Office on September 2, 2004 for Bid SA-001251GLM as follows:

Eversole Builders, Incorporated, was judged to be the lowest, best, most responsive and most responsible bidder. It is recommended that the contract be awarded to Eversole Builders, Incorporated, contract compliance #31-1107391, for two Pole Barn Kits for $35,038.00 in accordance with their bid proposal.
Fiscal Impact: The Transportation Division budgeted $2.95 million in the 2004 Capital Improvements Budget for facilities improvements. Just over $165,000 of these funds have been contracted for to date. This ordinance authorizes and expenditure of $35,038.00 from the 1995, 1999 Voted Streets and Highways Fund.
Emergency action is requested so that the pole barns available for use before the inclement weather season.

To authorize the Finance Director to enter into a contract for the purchase of two pole barn kits from Eversole Builders, Incorporated, for the Transportation Division; to authorize the expenditure of $35,038.00 from the 1995, 1999 Voted Streets and Highways Fund, and to declare an emergency. WHEREAS, the Transportation Division is responsible for the maintenance of the City's roadway system; and
WHEREAS, the Transportation Division is in need of two pole barn kits; and
WHEREAS, funds are budgeted and available in the 1995, 1999 Voted Streets and Highways Fund for this expense; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary to purchase two pole barn kits so that the pole barns are available for use before the inclement weather season and can protect vehicles, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance Director is hereby authorized to enter into a contract with Eversole Builders, Incorporated, 2495 Election House Road, Lancaster, OH 43130 for the purchase of two pole barn kits in accordance with the specifications on file in the Purchasing Office.
SECTION 2. That the sum of $35,038.00, or so much thereof as may be needed, be and hereby is authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Object Level One Code 06, Object Level Three Code 6604, OCA Code 644385 and Project 590130.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
