Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into an agreement for Security Guard Services for the Department of Public Utilities, 910 Dublin Road Complex with U.S. Security Management Services.
The Department of Public Utilities, Division of Power and Water (Water) utilizes unarmed security guards for access control at the Dublin Road Complex. Unarmed guards check and verify identification of employees and general public entering in and out of the property located at 910 Dublin Road. Security Guards also monitor the area for safety concerns or issues and report those to the administration of the Division of Power and Water (Water).
The Director of Public Utilities solicited Request for Proposals that were due on March 18, 2008. Nine (9) proposals were received. A committee was formed to evaluate the proposals. After each committee member scored the proposals the team met to review notes and scores. Based on the evaluation the award of the contract is recommended to U.S. Security Management Services. The contract is for one (1) year with the option to renew for two (2) additional years on a year to year basis. The evaluation and scores information is attached.

WHEREAS, the Department of Public Utilities, Division of Power and Water (Water) utilizes unarmed security guards for access control at the Dublin Road Complex, and
WHEREAS, unarmed guards check and verify identification of employees and general public entering in and out of the property located at 910 Dublin Road. Security Guards also monitor the area for safety concerns or issues and report those to the administration of the Department of Public Utilities, and

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into an agreement with U.S. Security Associates for Security Guard Services for the Division of Power and Water (Water).
Section 2. That the expenditure of $44,166.00 or so much thereof as may be needed, be and the same hereby is authorized from the Water Operating Fund, Fund No. 600, OCA 601849, Object Level 1: 03, Object Level 03: 3398
Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
