Explanation
 
Background:
This ordinance authorizes the appropriation of $150,000 from the Franklin County Municipal Court Computer Fund to purchase and install a VOIP telephone system to replace existing out of date and inadequate equipment.
The Franklin County Municipal Court Computer Fund is comprised of fees charged on the filing of each cause of action or appeal in the Court to be reserved in this separate fund to be disbursed upon an order of the court in an amount not greater than the actual cost to the court of computerizing the court, procuring and maintaining computerized legal research services, or both.
Fiscal Impact:
The fiscal impact of this ordinance will reduce the Franklin County Municipal Court Computer Fund's unappropriated balance by $150,000.
This ordinance is being submitted as an emergency in order to have funding available within the fiscal year for these necessary expenditures.

To authorize a supplemental appropriation of $150,000 from the unappropriated balance of the Municipal Court Judges computer fund to fund the replacement of a telephone system; and to declare an emergency. ($150,000)
 
 
Body
 
WHEREAS, the Franklin County Municipal Court Judges request authorization for a supplemental appropriation of $150,000.00 from the unappropriated balance of the Municipal Court Judges computer fund for purchase and installation of  a VOIP telephone system to replace existing out of date and inadequate equipment; and
WHEREAS, an emergency exists in the usual daily operations of the Franklin County Municipal Court in that it is immediately necessary to appropriate said funds so that funding is available in this fiscal year for necessary expenditures; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  To authorize the supplemental appropriation of $150,000 from the unappropriated balance of the Municipal Court Judges Computer Fund, fund 227, subfund 001, and department number 2501, oca code 250340, as follows:  object level 1 - 03 (3336), $150,000.
SECTION 2. That the monies in the foregoing Section 1 shall be paid upon order of the Court Administrator and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
