Explanation
Need: The Division of Police needs to purchase twenty-six (26) tactical vests. This purchase will enable the replacement of old vests that are becoming unreliable. These vests are needed for the safety and comfort of the SWAT personnel for tactical deployment for barricade situations and search warrants.
Bid Information: Two bids were received at the bid opening on Bid # SA001785, that was held by the Purchasing Office on November 3, 2005 as follows:
Roy Tailors Uniform Co. of Columbus, Inc. $30,533.88
Standard Law Enforcement Supply Co. $30,680.00
Roy Tailors Uniform Co. of Columbus, Inc. was the lowest and best bid received per specification, therefore a contract should be awarded to them.

Emergency Designation: Emergency legislation is requested for this ordinance because as soon as newer vests are received some of the old vests can be replaced.
FISCAL IMPACT:
Since this purchase will be made with Law Enforcement Seizure Funds, there will be no effect on the financial status of the General Fund.

To authorize and direct the Finance and Management Director to contract for the purchase of tactical vests with Roy Tailors Uniforms for the Division of Police, to authorize the expenditure of $30,533.88 from the Law Enforcement Contraband Seizure Fund; and to declare an emergency. ($30,533.88)

WHEREAS, formal bid proposal SA001785 for the purchase of tactical vests for the Division of Police was received by the Purchasing Office on November 3, 2005; and
WHEREAS, there is a need to purchase twenty-six (26) tactical vests for the Division of Police; and
WHEREAS, funds from the Law Enforcement Seizure Funds will supplement not supplant the purchase of tactical vests from the General Fund; and
WHEREAS, an emergency exists in the usual operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase tactical vests for the preservation of the public health, peace, property safety, welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Roy Tailors Uniform Co. of Columbus, Inc. for the purchase of twenty-six (26) tactical vests for the Division of Police, Department of Public Safety on the basis of Roy Tailor's bid being the lowest and most responsive bid received.
Section 2. That the expenditure of $30,533.88 or so much thereof as may be needed, be and the same is hereby authorized as follows:

Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
