Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify several Empowerment Zone (EZ) contracts with the Columbus Compact Corporation by granting time extensions to Economic Opportunities contracts DL010232 and DL011075, Neighborhood Life contracts DL002045 and DL010131 and Community Values and Cultural Life contract DL011077. The original contracts are scheduled to expire on June 30, 2007. Per a Compact board-approved proposal, these modifications will extend the contracts through June 30, 2008, an extension of twelve (12) months. Similarly, this legislation also authorizes an extension of six (6) months for Economic Opportunities contract DL007854, Neighborhood Life contracts DL012782 and DL011081 and Community Values and Cultural Life contracts DL012788 and DL010139. The original contracts are scheduled to expire on December 31, 2007. A six-month time extension will extend these contracts through June 30, 2008.
This legislation is necessary to allow Columbus Compact's subrecipient contracts allocated under these programs to close out and continue to administer on-going activities related to Round II centerpiece Initiatives of the Empowerment Zone Strategic Plan.
This legislation is presented as an emergency to provide the Columbus Compact and its subcontractors with additional time to implement on-going programs without interruption.
FISCAL IMPACT: None. No additional funds are required.
Title
To authorize the Director of the Department of Development to modify several Empowerment Zone contracts with the Columbus Compact Corporation by extending the term of the contracts; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify several contracts, namely EZ Economic Opportunities contracts DL 010232 and DL011075, EZ Neighborhood Life contracts DL002045 and DL010131 and EZ Community Values and Cultural Life contract DL011077 with the Columbus Compact Corporation by extending the contract through June 30, 2008, a twelve (12) month extension; and
WHEREAS, it is also necessary to extend the following Empowerment Zone contracts for an additional six (6) months through June 30, 2008: Economic Opportunities contract DL007854, EZ Neighborhood Life contracts DL012782 and DL011081 and EZ Community Values and Cultural Life contracts DL012788 and DL013139 with the Columbus Compact Corporation; and
WHEREAS, these modifications will provide the Columbus Compact Corporation with additional time to provide EZ Economic Opportunity, Community Values & Cultural Life and Neighborhood Initiatives on behalf of the City; and
WHEREAS, this legislation is presented as an emergency to provide the Columbus Compact and its subcontractors with additional time to implement on-going programs without interruption; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to modify the aforementioned contracts with the Columbus Compact Corporation by extending the time of the contracts by twelve (12) months and six (6) months respectively, all for the preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify EZ Economic Opportunities contracts DL010232, and DL011075, EZ Neighborhood Life contracts DL002045 and DL010131 and EZ Community Values and Cultural Life contract DL011077 with the Columbus Compact Corporation by extending the contracts through June 30, 2008, a twelve (12) month extension.
Section 2. That the Director of the Department of Development is hereby authorized to modify EZ Economic Opportunities contract DL007854, EZ Neighborhood Life contracts DL012782 and DL011081 and EZ Community Values and Cultural Life contracts DL012788 and DL013139 with the Columbus Compact Corporation by extending the contracts through June 30, 2008, an extension of six (6) months.
Section 3. That these modifications are awarded pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
