BACKGROUND:
The Department of Technology recommends a comprehensive update to three sections of the Columbus City Codes: Chapter 151 (Records Commission), Chapter 153 (Information Technology Investment and Planning Committee), and Chapter 225 (Department of Technology).
This combined code change package will modernize the City's information management and technology governance framework. It strengthens the Records Commission’s authority and responsibilities, formally creates the IT Investment and Planning Committee to advise citywide technology strategy, and updates the Department of Technology’s structure, leadership title, and responsibilities to reflect its growing role in service coordination and policy development.
These updates are necessary to ensure legal compliance, improve organizational efficiency, and enhance the City’s ability to manage digital and physical records and technology resources across all departments.
FISCAL IMPACT:
There are no immediate capital or operating budget impacts. These code changes clarify governance authority and improve internal coordination. Over time, the changes are expected to generate operational efficiencies and support more strategic management of City resources.

To amend Chapters 151, 153, and 225 of the Columbus City Codes to modernize the City’s information management and technology governance framework; to clarify and strengthen the responsibilities of the Records Commission; to formally establish the Information Technology Investment and Planning Committee (ITIP); and to update the organizational structure and leadership title within the Department of Technology. WHEREAS, the City of Columbus seeks to modernize its information management and technology governance framework to meet the needs of a growing city; and
WHEREAS, updates to Chapter 151 will clarify the role and authority of the Records Commission, align city practices with the Ohio Revised Code, and improve oversight of both physical and digital records management; and
WHEREAS, updates to Chapter 153 will formally create the Information Technology Investment and Planning Committee (ITIP), providing citywide strategic oversight on IT investments, cybersecurity, technology standards, and emerging technologies; and
WHEREAS, updates to Chapter 225 will change the department leadership title from Chief Technology Officer (CTO) to Chief Information Officer (CIO), expand the Department of Technology’s authority over IT policies, standards, acquisitions, and budget guidance, and consolidate its internal divisions; and
WHEREAS, these updates will help address compliance risks, improve coordination, support modernization, and enable the City to manage technology resources more strategically; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to recommend a comprehensive update to three sections of the Columbus City Codes: Chapter 151 (Records Commission), Chapter 153 (Information Technology Investment and Planning Committee), and Chapter 225 (Department of Technology); and
NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Chapter 151 of the Columbus City Codes is hereby amended as shown on Exhibit A attached hereto.
SECTION 2. That Chapter 153 of the Columbus City Codes is hereby amended as shown on Exhibit B attached hereto.
SECTION 3. That Chapter 225 of the Columbus City Codes is hereby amended as shown on Exhibit C attached hereto.
SECTION 4. That the existing provisions of the Columbus City Codes as amended by SECTION 1, SECTION 2, and SECTION 3 are hereby repealed.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
