Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Support Services, to enter into a contract with K.N.S. Services, Inc. for use of the Genetec Advantage software for the Neighborhood Safety Camera program.
Genetec Advantage is a comprehensive maintenance package that includes software upgrades, premium support, and system monitoring. The Columbus Division of Police uses this system to monitor and support the Neighborhood Safety Camera network. This ordinance authorizes the Department of Public Safety to enter into a five year contract with K.N.S. Services, Inc., the local dealer for the Genetec Advantage software.
Contract Compliance: K.N.S. Services, Inc.- Vendor # 005443- Contract Compliance expires 1/27/2027
Emergency Designation: Emergency legislation is requested to ensure that the Neighborhood Safety Cameras continue to operate properly and without interruption and to allow for software updates to be made as soon as possible.
Sole Source Procurement: The Neighborhood Safety Camera Program uses City-standard Genetec security equipment. A quote for this software was obtained from K.N.S. Services, Inc. They are the only Genetec Unified Elite integrator in the Central Ohio area. Due to the proprietary nature of the security software and the need to maintain compatibility with the Genetec system, it is in the best interest of the City to enter into a contract with K.N.S. Services Inc. in accordance with the City’s sole source procurement provisions.
Fiscal Impact: This ordinance authorizes the expenditure of $68,359.62 from the Division of Support Services' general fund operating budget for this software contract. This money is budgeted and available for this purpose.

To authorize the Director of Public Safety, on behalf of the Division of Support Services, to enter into contract with K.N.S. Services, Inc. for use of the Genetec Advantage software for the Neighborhood Safety Camera program under the City's sole source procurement provision; to authorize the expenditure of $68,359.62 from the general fund; and to declare an emergency. ($68,359.62)

WHEREAS, the Neighborhood Safety Camera program has been a successful policing strategy for the Department of Public Safety, Division of Police; and
WHEREAS, there is a need for the Director of Public Safety to enter into contract with K.N.S. Services, Inc. for use of the Genetec Advantage software to monitor and support the Neighborhood Safety Camera network; and
WHEREAS, K.N.S. Services Inc. is the only Genetec Unified Elite integrator in the Central Ohio area; and
WHEREAS, to maintain compatibility between security equipment it is necessary to enter into a contract with K.N.S. Services, Inc. via the City’s sole source procurement process; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Support Services, Department of Public Safety, in that it is immediately necessary to authorize the Director of Public Safety to enter into contract with K.N.S. Services, Inc. for use of the Genetec Advantage software for the neighborhood safety cameras to ensure continued operation, software updates, monitoring and support, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Safety be and is hereby authorized to enter into a five-year contract with K.N.S. Services, Inc. for use of the Genetec Advantage software to monitor and support the Neighborhood Safety Camera program. This contract will not automatically renew.
SECTION 2. That for the purpose stated in Section 1 hereof, the expenditure of $68,359.62, or so much thereof as may be needed, is hereby authorized from Fund 1000 General Fund, Subfund 100010 in object class 03 Contractual Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That City Council finds it is in the best interest of the City of Columbus to waive the formal competitive bidding requirements of City Code Chapter 329 and make this purchase under the sole source provision of City Code Chapter 329.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
