Explanation
 
BACKGROUND:  The Board of Health was awarded $1,530,426 in grant monies from the Ohio Department
of Health, Centers for Disease Control for the Public Health Infrastructure program.  This ordinance is needed
to authorize a contract with the Franklin County Board of Health for $399,720 for the time period August 31,
2007 through August 8, 2008.                                          
 
The purpose of the contract is to maintain a Public Health Infrastructure system in the event of bioterrorism
activities in Franklin County.  This contract is necessary per the requirements of the Ohio Department of
Health, Public Health Infrastructure proposal.
 
Emergency action is requested to facilitate and expedite the Franklin County component of maintaining a
public health infrastructure in central Ohio.                                                       
 
FISCAL IMPACT:  The Public Health Infrastructure grant budget provides $399,720 for a contract with the
Franklin County Board of Health.
 
 
 
 
Title
 
To authorize and direct the Board of Health to enter into contract with the Franklin County Board of Health,  to authorize the expenditure of $399,720 from the Health Department Grants Fund, and to declare an emergency.  ($399,720)
 
 
 
 
Body
 
WHEREAS, the Franklin County Board of Health will establish a public health infrastructure; and,
 
WHEREAS, this contract is necessary per the requirements of the Ohio Department of Health, Public Health Infrastructure proposal; and,  
 
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Board of Health is hereby authorized and directed to enter into contract with the Franklin County Board of Health for the period August 31, 2007 through August 8, 2008.  
 
SECTION 2.  This ordinance is in accordance with Section 329.02 of the Columbus City Code.
 
SECTION 3.  That to pay the cost of said contract the expenditure of $399,720 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, OCA 508045, Object Level One 03, Object Level Three 3337.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
