Explanation
 
BACKGROUND:  The Columbus Health Department has been awarded additional grant funds from the Ohio Department of Health in the amount of $56,018 for the Immunization Action Plan (IAP) grant program.  These monies will fund Perinatal Hepatitis B prevention activities and allow for the purchase of additional materials and supplies for this program's outreach activities.  The purpose of this ordinance is to accept and appropriate these funds through the period ending December 31, 2005.  
 
The IAP program enables the Columbus Health Department to ensure that critical elements of vaccine provided, and the vaccine delivery system, are adequate; to establish and maintain a high level of awareness and demand for immunizations by parents of all children; and to accurately measure the ability of local vaccine providers to raise immunizations levels in children under the age of two.
Emergency action is requested to allow the financial transaction to be posted  as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.
 
FISCAL IMPACT:  This program is entirely funded by the Ohio Department of Health.  This grant will not generate revenue or require a City match.

WHEREAS, $56,018 in additional grant funds have been made available through the Ohio Department of Health for the Immunization Action Plan (IAP) grant program to provide Perinatal Hepatitis B prevention activities through the period ending December 31, 2005; and,
 
WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Health for the continued support of the Immunization Action Plan (IAP) grant program; and,
 
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept these grant funds from the Ohio Department of Health and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Columbus Health Department is hereby authorized and directed to accept additional grant funds in the amount of $56,018 from the Ohio Department of Health for the IAP program for the period through December 31, 2005.
 
SECTION 2.      That from the monies in the Fund known as the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said fund from any and all sources during the 12 months ending December 31, 2005, the sum of $56,018 is hereby appropriated to the Health Department, Department No. 50-01, as follows:

SECTION 3.  That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
