CITY DEPARTMENTS' RECOMMENDATION: Approval. The 18.3± acre site consists of nine parcels in the R, Rural District. Four of the parcels are developed with single-unit dwellings, another four parcels are undeveloped, and the remaining parcel is developed with an eating and drinking establishment. The requested AR-1, Apartment Residential and C-3, Commercial districts will allow a mixed-use development with two subareas (Subarea A; AR-1 and Subarea B; C-3). The site is within the planning boundaries of the Trabue Roberts Area Plan (2011), which recommends “Open Space”, “Mixed Use Neighborhood”, and “Very low Density Residential” land uses at this location. The site is also subject to early adoption of Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). Staff notes that this proposal is consistent with the plan recommendations for neighborhood mixed use. A concurrent Council Variance (Ordinance #0764-2025; CV24-084) has been submitted to facilitate a mixed-use development including an apartment complex containing up to 280 units, 5,300 square feet of eating and drinking establishment uses, and 800 square feet of outdoor patio space, with commercial vehicular access in the AR-1 district, reduced parking, setbacks and perimeter yard, and increased building height for two apartment buildings that front on Trabue Road.

WHEREAS, application #Z24-028 is on file with the Department of Building and Zoning Services requesting rezoning of 18.3± acres from R, Rural District, to AR-1, Apartment Residential District and C-3, Commercial District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the West Scioto Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested AR-1, Apartment Residential and C-3, Commercial districts will allow a mixed-use development that is consistent with the land use recommendations of the Trabue Roberts Area Plan, the design recommendations of C2P2, and the City’s priorities for providing more housing units; now, therefore:

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance #0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
