Explanation
Background: The Ohio Arts Council has awarded the Department of Recreation and Parks a grant in the amount of $18,788.00 for the 2008 Festival Latino. Funding from the grant will be used toward artists' fees, marketing expenses and a bilingual deaf interpreter for stage performers. This event continues to provide cultural and educational benefits serving the Hispanic/Latino population and community at large. A match in the amount of $18,788.00 is required from the Recreation and Parks Department and will come from existing administration and personnel costs.
Previous Festival Latino grant awards were $20,459.00 in 2007 and $19,238.00 in 2006.
Emergency action is requested in order to have funding available for necessary expenditures.
Fiscal Impact: $18,788.00 is required and budgeted in the Recreation and Parks Grant Fund.

To authorize and direct the Director of the Recreation and Parks Department to accept a grant in the amount of $18,788.00 and enter into agreement with the Ohio Arts Council for funding to support the 2008 Festival Latino, to authorize the appropriation of $18,788.00 from the unappropriated balance of the Recreation and Parks Grant Fund to the Recreation and Parks Department and to declare an emergency. WHEREAS, the Ohio Arts Council has awarded the City of Columbus, Recreation and Parks Department, a grant to support the 2008 Festival Latino; and
WHEREAS, proceeds from the grant will be used to pay artists' fees, marketing expenses and a bilingual deaf interpreter for stage performers; and
WHEREAS, it is necessary to accept said grant and appropriate said funds; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said grant and appropriate said funds in order to have monies available for necessary expenditures; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $18,788.00 and enter into an agreement with the Ohio Arts Council to support the 2008 Festival Latino.
Section 2. That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during fiscal year ending December 31, 2008, the sum of $18,788.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:

Section 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
