Explanation
Background
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by modifying the pay grades of several classifications; by creating the classification of Utilities Program Coordinator (0851) in accordance with Civil Service Commission action; and by granting the authority to the City Auditor to grant PTO and Sick Leave to the Deputy City Auditor.
Fiscal Impact: None.
Emergency Designation: Emergency action is recommended in order to allow for expedient implementation to immediately enact changes by the Civil Service Commission and the Department of Human Resources.

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to create the classification of Utilities Program Coordinator (0851) based on Civil Service Commission action, and to assign it to Pay Grade 94; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of 911 Emergency Communications Manager (3006) to Pay Grade 95; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of 911 Emergency Communications Assistant Manager (3007) to Pay Grade 94; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Crime Laboratory Manager (1915) to Pay Grade 96; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Procurement Specialist (0789) to Pay Grade 91; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Procurement Administrative Officer (0777) to Pay Grade 93; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Senior Procurement Specialist (0775) to Pay Grade 92; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 12(H) to grant the authority to the City Auditor to grant Paid Time Off to the Deputy City Auditor (U) subject to the policies outlined in Section 12(H); and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 14(I) to grant the authority to the City Auditor to grant Sick Leave to the Deputy City Auditor (U) subject to the policies outlined in Section 14(I); and
WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees, departments, and the Civil Service Commission, by amending the established pay plan by September 14, 2026, for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 5(E), 12(H), and 14(I) of Ordinance No. 2713-2013 are hereby amended to read as follows according to the attached document:

SECTION 2. That existing Sections 5(E), 12(H), and 14(I) of Ordinance No. 2713-2013, as amended, are hereby repealed.
SECTION 3. That this Council recognizes that the amendments to Ordinance No. 2713-2013, as amended, are done for the purpose of increasing employee recruitment and retention and therefore authorizes same, finding the amendments to constitute a proper public purpose.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
