Explanation

 

This ordinance authorizes the Director of the Department of Technology (DoT) to enter into contract with Kambrian Corporation for the purchase of Cloudflare Domain Services for a total cost of $60,113.61.

The Department of Technology uses Cloudflare Domain Services as an external DNS provider, and provider of custom certificates. Cloudflare also provides protection for denial-of-service attacks and mitigation, and web application firewall services. Cloudflare Domain Services has provided the City of Columbus with robust DNS management as well as DNS security.

The Department of Technology, Fiscal Division solicited Information for Bids for the Cloudflare Domain Services contract.  The project was formally advertised on the Vendor Services portal from January 7, 2026, to January 28, 2026.  The city received two (2) responses on January 28, 2026.  The responding firms were:

Award is to be made to Kambrian Corporation as the lowest responsive and responsible and best bidder for their bid of $60,113.61. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Kambrian Corporation.

 

The term of this agreement shall be from April 1, 2026 to March 31, 2027.  This agreement is not subject to automatic renewal.  However, upon mutual agreement, to include same terms and conditions as those set forth, the services may be continued for three (3) additional one-year terms.

FISCAL IMPACT: The funds for this expenditure have been identified and are available within the Department of Technology, Information Services Division, Information Services Operating Fund for a total cost of $60,113.61.

 

EMERGENCY DESIGNATION

Emergency designation is requested in order to ensure a confirmed Purchase Order is received prior to expiration of the current term ending March 31, 2026.

Body

WHEREAS, the Department of Technology has a need for Cloudflare Domain Services; and 

 

WHEREAS, the Department of Technology uses Cloudflare Domain Services as an external DNS provider, and provider of custom certificates. Cloudflare also provides protection for denial-of-service attacks and mitigation, and web application firewall services. Cloudflare Domain Services has provided the City of Columbus with robust DNS management as well as DNS security; and

 

WHEREAS, the Department of Technology solicited bids via RFQ031910 for the purchase of the above-described service, and award is to be made to Kambrian Corporation as the lowest, most responsive bidder; and

WHEREAS, this ordinance authorizes the Director of the Department of Technology to enter into contract with Kambrian Corporation for the purchase of Cloudflare Domain Services at a cost of $60,113.61; and

WHEREAS, the term of this agreement shall be from April 1, 2026 to March 31, 2027.  This agreement is not subject to automatic renewal.  However, upon mutual agreement, to include same terms and conditions as those set forth, the services may be continued for three (3) additional one-year terms; and

WHEREAS, an emergency exists in the usual daily operations of the Department of Technology in that it is immediately necessary to authorize the Director to enter into contract with Kambrian Corporation in order to ensure a confirmed Purchase Order is received prior to the expiration date of the current term, March 31, 2026, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

SECTION 1. That the Director of the Department of Technology is hereby authorized to enter into contract with Kambrian Corporation for the purchase of Cloudflare Domain Services at a cost of $60,113.61, for a one (1) year term, starting on April 1, 2026 and ending March 31, 2027. The services may be continued for three (3) additional one-year terms

SECTION 2. That the expenditure of $60,113.61, or so much thereof as may be necessary, is hereby authorized to be expended as shown in the attachment to this ordinance. (Please see 0421-2026 EXP)

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
