Title: To amend the 2012 Capital Improvement Budget; to authorize the City Auditor to transfer $602,900.00 between projects within the Street and Highway Improvement Fund; to authorize the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Gutknecht Construction Company for the demolition and construction of salt storage buildings at 500 Scherers Court and 1850 East 25th Avenue; to authorize the expenditure of $1,081,000.00 from the Street and Highway G.O. Bond Fund and the Street and Highway Improvement Fund; and to declare an emergency. ($1,081,000.00)
BACKGROUND:
This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Gutknecht Construction Company for the demolition and construction of salt storage buildings at 500 Scherers Court and 1850 East 25th Avenue.
The current salt storage buildings are in a state of disrepair.  It was determined that is is more cost effective to replace the existing salt storage buildings rather than renovate them. This is due to the badly deteriorated gusset plates which are sandwiched between wood roof trusses making them impractical to replace.
The project shall include demolishing and replacing the 90' x 90' salt storage barn at 500 Scherers Court and the 90'x 180' salt storage barn at 1850 East 25th Avenue.  The new structures will include fabric covered steel frame roofs, concrete push walls, asphalt pavement, and electric lighting.
Formal bids were solicited and five companies submitted bids on March 15, 2012 as follows (0 FBE, 0 MBE:

The Righter Company                  $1,307,700.00
The Office of Construction Management recommends the bid award be made to the most responsive and responsible bidder, Gutknecht Construction Company.  
 
Emergency action is requested so the salt storage buildings are built in time for use for the upcoming winter season.
Gutknecht Construction Company Contract Compliance No 31-0935568, expiration date August 23, 2013.
Fiscal Impact:   The cost of this contract is $1,081,000.00.  Funding is available within the Street and Highway G.O. Bond Fund and the Street and Highway Improvement Fund.

WHEREAS, it is necessary to amend the 2012 Capital Improvement Budget and transfer cash between projects within the Street and Highway Improvement Fund, to provide sufficient funds in the appropriate project area for this expense; and
 
WHEREAS, it is necessary for the demolition and construction of the salt barn storage buildings at 500 Scherers Court and 1850 East 25th Avenue to occur; and
 
WHEREAS, formal bids were solicited and five companies submitted bids; and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary t authorize the Finance and Management Director to enter into a contract with Gutknecht Construction Company for the demolition and construction of salt storage buildings at 500 Scherers Court and 1850 East 25th Avenue, so that the salt storage buildings are built in time for use during the upcoming winter season, thereby, preserving the public health, property, safety, and welfare; now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the 2012 Capital Improvement Budget be amended as follows:

SECTION 6.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 8  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
