Explanation

 

BACKGROUND:  This ordinance authorizes the Board of Health to enter into a contract modification Health Access LLC for the development of monitoring platform services and technical assistance for the period of November 1, 2023 through February 28, 2024, in an amount not to exceed $35,000 for a new contract total amount of $110,000.00. The current contract term is 3/1/2023-2/28/2024, PO373363.

 

Columbus Public Health’s Ryan White Part A grant program has a need for Clinical Quality Management, monitoring platform and technical assistance provided by Health Access LLC. Through this contract modification, Health Access LLC is creating customized Fiscal, Programmatic and Universal monitoring tools using the current structure for the Columbus TGA. This is needed to fulfill a federal requirement by the grantor and ensure grant compliance with subrecipient monitoring. This customization serves as an upgrade to the current monitoring system that Columbus Public Health utilizes and will ensure timely and efficient monitoring of all Ryan White Part A grant subrecipients. The cost for this contract modification was provided by Health Access LLC, for all needed items outlined in Exhibit A: scope of services.

 

The contract compliance number for Health Access LLC is CC-042931.

 

This ordinance is submitted as an emergency in order to ensure that this tool is in place before the start of subrecipient monitoring in November 2023 and to ensure timely payment to Health Access LLC.

 

FISCAL IMPACT: This contract is fully funded by the Ryan White Part A program. This program does not generate any revenue or require a City Match. 

 

Title

 

To authorize the Board of Health to modify an existing contract with Health Access LLC for the development of monitoring platform services and technical assistance for the Ryan White Part A grant program for the period of November 1, 2023 through February 28, 2024; to authorize the expenditure of $35,000.00 from the Health Department Grants fund to pay the costs thereof; and to declare an emergency.  ($35,000.00).

 

Body

 

WHEREAS, The Board of Health has a need to modify an existing contract with Health Access LLC and;

 

WHEREAS, Health Access LLC has the expertise required; and

 

WHEREAS, an emergency exists in the daily operation of the Board of Health in that it is immediately necessary to authorize the Board to modify an existing contract with Health Access LLC for the development of monitoring platform services and technical assistance in order to maintain federal grant compliance status for subrecipient monitoring which is scheduled to begin November 1, 2023, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to modify an existing contract with Health Access LLC in the amount of $35,000.00 for the period of November 1, 2023 through February 28, 2024,

 

SECTION 2.  That to pay the costs of said contract, the expenditure of $35,000.00 is hereby authorized from the Health Department Grants fund, Fund No. 2251, Department of Health, Division 5001, Object Class 03, Main Account 63050, Program HE007, Section 3 500111, Section 4 HE22, Project G502246

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
