To authorize the appropriation and expenditure of $10,000.00 from the portion of the Hotel/Motel tax devoted to the specific purpose of expanding cultural services for the enrichment of the community to Compete Columbus (Easy Columbus) for the development of the Columbus Student Engagement project; to authorize and direct the City Auditor to reduce the available funds within the Office of City Council, Hotel/Motel tax fund by that same amount; to authorize and direct the City Clerk to enter into a contract with Compete Columbus for the development of said project; and to declare an emergency. FISCAL IMPACT: That funding for this ordinance is made available from sub fund 002 of the City's Hotel/Motel Tax Fund 231. This sub fund is the portion of bed tax devoted to expanding cultural services to the community.

WHEREAS; The City of Columbus is honored to partner with local colleges, and civic and corporate entities, including The Ohio State University, Columbus College of Art & Design (CCAD), Experience Columbus, and Compete Columbus, to move forward the Columbus Student Engagement project, and
 
WHEREAS; this important project is being developed to complement the ongoing efforts by the City of Columbus and the Columbus Chamber to attract and retain young talent in Columbus; and
 
WHEREAS; Franklin County enjoys an overall student population in excess of 100,000 from a variety of public and private post-secondary colleges and schools, and
 
WHEREAS; The City of Columbus wishes to retain a large number of these students following their gradation through the Attract and Retain Talent initiative with the Columbus Chamber, and
 
WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to expend these funds for immediate development of this young professional retention initiative; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the City Auditor be and is hereby authorized and directed to appropriate $10,000.00 within the Hotel/Motel Tax Fund to the Office of Columbus City Council as follows:
 
Fund NO: 231  /Sub Fund: 002  /Division NO.: 20-01  /Object Level 3: 3337  /OCA: 200214  /Amount: $10,000.00
 
SECTION 2.  That the City Clerk is authorized to expend $10,000.00 from the Hotel/Motel Tax Fund, Fund 231, Sub 002 to enter into a contract with Compete Columbus (Easy Columbus) for the development of the Columbus Student Engagement project, otherwise known as easyColumbus.com.
 
SECTION 3.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
