Explanation
To authorize and direct the Director of Recreation and Parks to grant consent to various organizations to apply for permission to sell alcoholic beverages at the following 2012 events: Columbus Arts Festival; WaterFire Columbus; Park Street Festival; Columbus Pride Festival; Bat-N-Rouge Charity Softball Game; Comfest; Red, White & Boom; Doo Dah Parade & Party; North Market Food and Ohio Wine Festival; Jazz & Rib Fest; Festival Latino; Varsity Club Crank-Up Parties; Hot Times Community Music & Arts Festival; Columbus Microbrew Festival; Independents' Day Festival; Columbus Italian Festival; and the HighBall Halloween.
These organizations wish to sell alcoholic beverages to eligible patrons on various city streets and city property to be used for the events. There were no reports of public intoxication at these events last year.
The City of Columbus, acting by and through its Director of Recreation and Parks, is required to grant approval to the organizer of these events so they may obtain the required permits from the Ohio Department of Commerce, Division of Liquor Control.
Title
To authorize and direct the Director of Recreation and Parks to grant consent to various organizations to apply for permission to sell alcoholic beverages at events such as the WaterFire Columbus and Red, White and Boom 2012; and to declare an emergency.
Body
WHEREAS, the following special events listed in Section 1 will take place during 2012; and
WHEREAS, following precedent, the organizers of these events wish to sell alcoholic beverages at said events; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to grant consent for these organizations to apply for permission to sell alcoholic beverages to allow time for their applications to be processed; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to the following organizations to apply for appropriate liquor permits to enable the non-profit groups to sell alcoholic beverages during the hours specified in said permits and at a specified locations during their 2012 special events:
- Greater Columbus Arts Council for the Columbus Arts Festival, June 1-3;
- BUCK-ICON Foundation, Leukemia & Lymphoma Society, Westerville Education Challenge and WaterFire Columbus for WaterFire Columbus, June 15, July 14, July 27, Aug. 4, Aug. 18, Sept. 7, Sept. 28-29;
- Second and Seven Foundation for the Park Street Festival, June 8-9;
- Stonewall Columbus for the Columbus Pride Festival, June 15-16;
- Columbus Softball Association for the Bat-N-Rouge Charity Softball Game, June 17;
- Community Festival for Comfest, June 22-24;
- Red, White & Boom Inc. for Red, White & Boom, July 3;
- Friends of Doo Dah for the Doo Dah Parade & Party, July 4;
- North Market Development Authority for the North Market Food and Ohio Wine Festival, July 13-15;
- Friends of the Cultural Arts Center for the Jazz & Rib Fest, July 20-22;
- Columbus Association for the Performing Arts for Festival Latino, August 11-12;
- Columbus Rotary, St. Stephen's Episcopal Church, Columbus Police Relief Fund, St. Thomas More Newman Center, Birthright of Columbus, Neighborhood Services Inc., Kids-N-Camp and Charity Newsies for the Varsity Club Crank-Up Parties, Sept. 1, Sept. 8, Sept. 15, Sept. 22, Oct. 6, Oct. 20, Nov. 3, Nov. 24;
- Arts Foundation of Olde Towne for the Hot Times Community Music & Arts Festival, Sept. 7-9;
- North Market Development Authority for the Columbus Microbrew Festival, Sept. 14-16;
- Independents' Day Inc. for Independents' Day Festival, Sept. 15;
- Saint John the Baptist Italian Catholic Church for the Columbus Italian Festival, Oct. 5-7;
- Short North Business Association for the HighBall Halloween, Oct. 27-28.
SECTION 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor approves nor vetoes the same
