Explanation

 

BACKGROUND: This ordinance is to establish a contract to purchase Rebuild Parts for Peerless Pump Model# 16HXB, Serial# 747532C.  The Rebuild Parts are for the Southerly Water Reclamation Plant’s Peerless Flushing Water Pumps and Pump Heads. The Peerless pumps are responsible for pumping seal water throughout many of our buildings.  The seal water keeps the seals and various pieces of equipment lubricated within the plant including the Gravity Thickeners and Centrifuges.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 (RFQ031236).  Fifty-four (54) bidders were solicited and two (2) bids were received and were opened on October 9, 2025. 

 

The Division of Water Reclamation recommends an award be made to DXP Enterprises, Inc. in the amount of $72,174.00.

 

This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

FISCAL IMPACT:  $72,174.00 is required for this purchase.

To authorize the Director of the Department of Finance and Management to establish a contract with DXP Enterprises, Inc. to purchase Rebuild Parts for Peerless Flushing Water Pumps and Pump Heads for the Division of Water Reclamation; and to authorize the expenditure of $72,174.00 from the Sewer Operating Fund.  ($72,174.00)

 

Body

 

WHEREAS, it is necessary for the Division of Water Reclamation to purchase Rebuild Parts for Peerless Flushing Water Pumps and Pump Heads; and

 

WHEREAS, the Purchasing Office opened formal bids on October 9, 2025 for the purchase of Rebuild Parts for Peerless Flushing Water Pumps and Pump Heads for the Division of Water Reclamation; and

 

WHEREAS, the Division of Water Reclamation recommends an award be made to the lowest responsive and responsible bidder, DXP Enterprises, Inc.

 

WHEREAS, it is necessary to authorize the expenditure of $72,174.00 from the Sewer Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to establish a contract with DXP Enterprises, Inc.; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is authorized to establish a contract with DXP Enterprises, Inc. for the purchase of Rebuild Parts for Peerless Flushing Water Pumps and Pump Heads for the Division of Water Reclamation, in accordance with the specifications on file in the Purchasing Office.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the expenditure of $72,174.00 or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating) in object Class 02 Materials and Supplies per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
