Explanation
Background:
This legislation will authorize the City Attorney to accept a supplemental grant award from the State of Ohio, Office of the Attorney General in the amount of $1,397.00 for the 2005-2006 Victims of Crime Act (VOCA) Domestic Violence Advocates Grant #2006-VA-DSCE-53 for the continued funding of the VOCA Domestic Violence Advocate program within the City Attorney's Office. These additional funds have been provided for attendance by two Domestic Violence Advocates at the 2006 NOVA Conference. The Domestic Violence unit of the City Attorney's Office assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
Fiscal Impact:
The required matching funds of $466.00 are included in the City Attorney's 2006 General Fund Budget.

To authorize the acceptance and appropriation of a supplemental grant award from the State of Ohio, Office of the Attorney General in the amount of One Thousand Three Hundred Ninety-seven Dollars for the continued funding of the VOCA Domestic Violence Advocates program, to authorize the transfer and appropriation of matching funds required by the acceptance of the grant in the amount of Four Hundred Sixty-six Dollars and to declare an emergency. ($1,863.00.00)

WHEREAS, the State of Ohio, Office of the Attorney General, originally awarded the City of Columbus, City Attorney's Office, a grant in the amount of One Hundred Six Thousand One Hundred Twenty-three Dollars ($106,123.00) for the VOCA Domestic Violence Advocates Grant No. 2006VADSCE537 for the grant period of October 1, 2005 through September 30, 2006. The City's required match was Thirty-five Thousand Three Hundred Seventy-four Dollars ($35,374.00). Said grant was accepted by ordinance 1829-2005; and
WHEREAS, subsequently a supplemental amount of One Thousand Three Hundred Ninety-seven Dollars ($1,397.00) has been awarded which requires the City to provide an additional Four Hundred Sixty-six Dollar ($466.00) match; and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the supplemental grant award and to transfer and appropriate the required match amount in order that the services supported may continue uninterrupted; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
Section 1. That the City Attorney is hereby authorized to accept a supplemental grant award from the State of Ohio, Office of the Attorney General, in the amount of One Thousand Three Hundred Ninety-seven Dollars ($1,397.00) for the VOCA Domestic Violence Advocates program.
Section 2. That the amount of Four Hundred Sixty-six Dollars ($466.00) is hereby transferred from the General Fund of the City Attorney's Office as follows:

Section 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of One Thousand Eight Hundred Sixty-three Dollars ($1,863.00) is appropriated as follows: department 2401, VOCA Domestic Violence Advocates Grant, grant number 248295, fund number 220, organizational cost account 240853, object level three 3331 Six Hundred Thirty Dollars ($630.00) and object level three 3330 One Thousand Two Hundred Thirty-three Dollars ($1,233.00).
Section 4. That the funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
