Title

To authorize an appropriation of $6,765.00 from the unappropriated balance of the Private Grant Fund, Fire Voice Stress Analyzer Grant for the Public Safety Department, Fire Division, to provide funds for the purchase of goods and services for the Fire Division's Arson Bureau, and to declare an emergency. ($6,765.00)

Explanation

BACKGROUND:

Need:      There is a need in the Fire Division to authorize the appropriation of $6,765.00 from the unappropriated cash balance within the Private Grant Fund, Fire Voice Stress Analyzer Grant for the Public Safety Department, Fire Division, to provide funds for the purchase of goods and services for the Fire Division's Arson Bureau.  This fund was established for the deposit of grant revenue from the National Institute for Truth Verification, and for the expenditure of said revenues for the purchase of goods and services for the Fire Division's Arson Bureau.

Emergency Designation:            Emergency action is requested to make funding immediately available to for pending training requests.

FISCAL IMPACT:

Budgeted Amount:            Unappropriated cash is available for appropriation within the Private Grant Fund, Fire Voice Stress Analyzer Grant Fund.

Body

WHEREAS,      an appropriation of unencumbered cash  is needed within the Voice Stress Analyzer Grant Fund for the purchase of goods and/or services associated with the grant; and

WHEREAS,      an emergency exists in the usual daily operation of the Public Safety Department, Fire Division, in that it is immediately necessary to appropriate funds within the unappropriated cash balance of the Arson Bureau's Voice Stress Analyzer Grant Fund for the purchase of needed goods and/or services at the earliest possible date, thereby preserving the public health, peace, property, safety, and welfare; Now, therefore;      

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

Section 1.      That from the unappropriated cash balance and from any and all sources estimated to come into said fund and unappropriated for any other purpose, the following sums are appropriated to the designated code in the Public Safety Department 30, Fire Division #30-04, Voice Stress Analyzer Grant Fund #291, Grant #346019, OCA Code 346019, OL3 Codes as follows:

2213 - $1,000.00

3331 - $5,765.00

Section 2.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
