Title: To authorize a $130,000 supplemental appropriation for the Fleet Management Division of the Public Service Department which is needed as a result of an unanticipated personnel costs and to declare an emergency. ($130,000)
Explanation
 
Background:   This ordinance authorizes a $130,000 supplemental appropriation for the Fleet Management Division of the Public Service Department.  The supplemental appropriation is needed to align budget authority with projected expenditures.  There is insufficient budget authority in Object Level One: 01 to meet the division's need for personnel costs through the remainder of 2003.
 
The Division is projecting to be over budget in Object Level One:  01 primarily due to salaries and  unexpected Worker's Compensation costs.  
 
 
Fiscal Impact:   This legislation authorizes the supplemental appropriation of $130,000 in the fleet management service fund.  
 
 
Title
 
To authorize a $130,000 supplemental appropriation for the Fleet Management Division of the Public Service Department which is needed as a result of an unanticipated personnel costs and to declare an emergency. ($130,000)
 
 
Body
 
 
WHEREAS, the Department of Public Service, Division of Fleet Management, requires budget authority for personnel costs; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Division of Fleet Management in that it is immediately necessary to appropriate funds thereby preserving the public health, peace, property, safety and welfare;  NOW, THEREFORE,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That from unappropriated monies in the fleet management service fund, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2003 the sum of $130,000 be and is hereby appropriated to the fleet management service fund, Fund 513, Department of Public Service, Fleet Management Division, Division No. 59-05, as follows:

SECTION 2.  That said monies shall be paid upon order of the Department of Public Service; and no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 3.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
