Title: To authorize the Director of the Department of Neighborhoods to modify the existing grant agreement with the Franklinton Development Association by extending the grant agreement through the extension of purchase order PO442261; to authorize the use of any remaining funds/unspent balance existing on purchase order PO442261; and to declare an emergency. Explanation

Background:

This ordinance authorizes modifying and extending purchase order PO442961 to allow for continuation of the Franklinton Development Association financial literacy program, Financial LifeSkills Program (FLSP), for Hilltop residents. There are no additional funds associated with this extension.

Purchase order PO442261 was originally authorized by Ordinance 0963-2024, which passed April 15, 2024. This extension will provide additional time for Franklinton Development Association to administer the financial literacy program, Financial LifeSkills Program (FLSP), for Hilltop residents, and allow additional time to expend the remaining funds/unspent balance remaining on purchase order PO442261.

Ordinance No. 0963-2024 authorized the Director of the Department of Neighborhoods to enter into a grant agreement with Franklinton Development Association to support their Financial LifeSkills program in alignment with the Envision Hilltop Community Plan.

Emergency action is requested in order to avoid any delay in providing the resources necessary to support the community-based projects.

Fiscal Impact: No additional funding is required to modify this contract.

Body

WHEREAS, Ordinance No. 0963-2024 passed by City Council on April 15, 2024, authorized the Director of the Department of Neighborhoods to enter into a grant agreement with Franklinton Development Association to improve the quality of life for residents in alignment with the Envision Hilltop Plan; and

WHEREAS, this extension will allow Franklinton Development Association to expend the remaining funds/unspent balance remaining on purchase order PO442261; and

WHEREAS, this extension will allow Franklinton Development Association to provide valuable financial life skills education for residents in the Envision Hilltop plan area; and

WHEREAS, it is necessary to modify and extend the grant agreement PO442961 with Franklinton Development Association to continue the current additional programming and reach additional residents that live within the Envision Hilltop area; and

WHEREAS, additional funding is not required to modify and extend this contract; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of Neighborhoods to modify a grant agreement with Franklinton Development Association in order to allow the timely execution of this contract modification, to prevent a lapse in the current agreement and avoid delays in the administration of the financial literacy program, all for the immediate preservation of public health, peace, property, safety, and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Department of Neighborhoods is hereby authorized to modify and extend existing agreement with Franklinton Development Association, through the extension of purchase order PO442961 with Franklinton Development Association through August 31, 2025.

SECTION 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
