Explanation
1. BACKGROUND
This Division of Design and Construction is engaged in the Resurfacing - Zone 5 Project and the Division of Mobility Options is engaged in the Pedestrian Safety Improvements - Hague/Valleyview Safe Routes to Schools (SRTS) Project. This ordinance authorizes the Director of Public Service to enter into agreements with the Franklin County Engineer to authorize the Department of Public Service to perform work in these projects for the Franklin County Engineer and for the Franklin County Engineer to provide funding for these projects.
Resurfacing - Zone 5:
Work to be performed for Franklin County includes rehabilitate and resurface Franklin County's portion of Shannon Road beginning at a point 1,055 feet east of Shannon Green Drive to a point 1,517 feet east of Shannon Green Drive (approx. 462 feet in length). The work consists of milling the existing pavement, overlaying with new asphalt concrete and the installation of the aggregate berm and thermoplastic pavement markings with raised pavement markers. Where warranted, the plans also call for areas of full depth pavement repair.
Pedestrian Safety Improvements - Hague/Valleyview Safe Routes to Schools (SRTS)
The project will build a shared use path on Valleyview Drive and Hague Avenue. This crosses an existing Franklin County culvert on Hague Avenue which the county has agreed to replace and pay for 80% of the design and construction costs. The balance of the culvert construction is funded by a portion of the Safe Routes to School grant of $500,000.

Franklin County's estimated share of this project is $27,721.03.
Pedestrian Safety Improvements - Hague/Valleyview Safe Routes to Schools (SRTS)
Franklin County will Fund 80% of the design and construction of the culvert portion of this project, estimated to be $39,082.23 for design and $320,000.00 for construction. The balance of the project construction will be funded by a Safe Routes to School grant in the amount of $500,000.00.
3. EMERGENCY DESIGNATION
Emergency action is requested for this legislation to authorize the Director of Public Service to enter into agreement with the Franklin County Engineer at the earliest possible time to allow funding to be received at the earliest possible time from Franklin County.

WHEREAS, the Franklin County Engineer has requested that the City, as part of 2 planned projects, perform work on Franklin County Roadways; and
WHEREAS, these projects and work to be performed are described as follows:

WHEREAS, Franklin County's estimated share of the Resurfacing - Zone 5 project is $27,721.03; and
WHEREAS, Franklin County has agreed to pay 80% of the design and construction of the culvert portion of the Pedestrian Safety Improvements - Hague/Valleyview Safe Routes to Schools (SRTS) project, estimated at $359,000.00; and
WHEREAS, the Franklin County Engineer will provide payment to the City for the described costs for this work; and
WHEREAS, this ordinance authorizes the Director of Public Service to enter into agreements with Franklin County necessary to complete this project; and
WHEREAS, an emergency exists in the Department of Public Service in that this agreement is necessary so funding can be received from Franklin County and work on this project can proceed as scheduled; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be authorized to enter into agreements with the Franklin County Engineer, 970 Dublin Road, Columbus, OH 43215, for the Resurfacing - Zone 5 and Pedestrian Safety Improvements - Hague/Valleyview Safe Routes to Schools (SRTS) projects and receive payment from Franklin County for these projects.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
