Explanation
BACKGROUND
This ordinance authorizes the Franklin County Municipal Court Administrative and Presiding Judge to enter into contract with Favor Farms Foundation, a non-profit agency, and authorizes the expenditure of up to $97,010.00 from the Municipal Court’s grant funds. The OneOhio Recovery Grant, which provides funding for recovery housing for defendants in need in the court, will fund this expense.
Favor Farms Foundation will provide women and their children with housing and utilities, wraparound support, and trauma-informed care. Favor Farms Foundation will provide move-in kits for each client to ensure she has the necessary starter food supplies and hygiene kits.
Emergency Legislation is requested so that there is no break in service.
FISCAL IMPACT: Funds are available within the 2026 grant fund for this purpose.

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Favor Farms Foundation for the provision of female housing to authorize the expenditure of up to an amount not to exceed $97,010.00 from the grant fund; and to declare an emergency. WHEREAS, the Court has determined that it is in its best interest to enter into contract with Favor Farms Foundation; and
WHEREAS, $97,010.00 is needed to provide for services; and
WHEREAS, an emergency exists in the usual daily operation of the court, in that it is immediately necessary for the Franklin County Municipal Court Judges to authorize the contract and authorize the expenditure for female housing with Favor Farms Foundation, all for the immediate preservation of the public health, peace, property, safety, and welfare; and Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to enter into contract with Favor Farms Foundation for the provision of female housing for those in need in the court.
SECTION 2. That the expenditure of $97,010.00 or as much thereof as may be necessary is hereby authorized to be expended from the grant fund, to pay the cost thereof.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
