Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into contract on behalf of the Office of Construction Management with TFH-EB dba The Waterworks Inc. for the installation and replacement of three new grease traps for the Division of Fire at Fire Stations #11, #29, and #32. Formal bids were solicited on July 25, 2007. The following two companies submitted bids by the August 9, 2007 deadline (1 AS1, 1 FBE):

Fox Mechanical $50,600.00
The Office of Construction Management recommends that the bid be awarded to TFH-EB dba The Waterworks Inc.
This ordinance also authorizes the transfer of $39,803.23 between projects within the Safety Voted Bond Fund as a temporary funding measure until bonds are sold to reimburse the Fire Training Complex Project and amends the 2007 Capital Improvement Budget, Ordinance No. 0733-2007, to reflect said transfer.
EMERGENCY ACTION is requested so that the installation and replacement of three new grease traps for the Division of Fire at Fire Stations #11, #29, and #32 may begin as soon as possible, thereby providing necessary safety services to City facilities.
TFH-EB dba The Waterworks Inc.'s Contract Compliance # 31-1162504, expiration date 12/22/2008.
FISCAL IMPACT: The total amount of this contract is $39,803.23. The total amount will be transferred from the Fire Training Complex Project to the Fire Facility Renovation Project. This is a temporary measure and the amount will be reimbursed upon completion of the bond sale.

WHEREAS, it is necessary to install and replace three new grease traps for the Division of Fire at Fire Stations #11, #29, and #32, and
WHEREAS, formal bids were solicited for the installation and replacement of said grease traps, and
WHEREAS, the Office of Construction Management recommends TFH-EB dba The Waterworks Inc. as the most responsive and responsible bidder, and
WHEREAS, this ordinance amends the Capital Improvements Budget, Ordinance No. 0733-2007, and
WHEREAS, this ordinance authorizes the City Auditor to transfer $39,803.23 between projects within the Safety Voted Bond Fund, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with TFH-EB dba The Waterworks Inc., for the installation and replacement of three new grease traps for the Division of Fire at Fire Stations #11, #29, and #32, thereby providing necessary safety services to City facilities as soon as possible, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 3.
