Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $712,702 from the Emergency Human Services Fund to the Department of Development and authorizes the Director of the Department of Development to enter into Agreements with various social service agencies throughout Central Ohio for the provision of services for a twelve-month period. The total amount of these agreements is $712,702.
This ordinance represents programs to be funded following the Department of Development's application process. This legislation targets those social service agencies that will provide help to families and households through access to refugee and resettlement programs, information and referral, senior care, abuse intervention, child care and workforce development programs. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. This funding will allow the process to continue.
Emergency action is necessary to avoid causing interruptions in the delivery of program services.
FISCAL IMPACT: In 2008, a total of $1,200,000.00 has been allocated to fund social service programs through the Emergency Human Service Fund.

To approve the grant applications of various social services agencies, seeking assistance for operating costs associated with the delivery of their programs pursuant to Section 371.02 (c) of the Columbus City Codes, 1959; to authorize the appropriation of $712,702.00 from the unappropriated balance of the Emergency Human Services Fund to the Department of Development; to authorize the Director of the Department of Development to enter into agreements with various social service agencies to provide assistance for emergency operating costs associated with the delivery of the programs; to authorize the expenditure of $712,702.00 from the Emergency Human Service Fund; and to declare an emergency. Body
WHEREAS, this legislation authorizes the appropriation of Emergency Human Services Funds to the Department of Development; and
WHEREAS, the Director of the Department of Development desires to enter into agreements with various social service agencies for the continued provision of social services; and
WHEREAS, pursuant to Section 371.02(c) of the Columbus City Codes, 1959, City Council is authorized to allocate funds annually to assist social service agencies in the city with the operating costs of delivering programs; and
WHEREAS, City Council has reviewed the grant applications and hereby declares that each has articulated a need for emergency human service funds that is sufficient to justify approval of said grant; and
WHEREAS, these programs include, but are not limited to, youth services, resettlement programs, housing referral, intervention activities, information and referral efforts, community mediation, resource centers and neighborhood activities; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into grant agreements with various social service agencies to avoid causing interruptions in the delivery of program services, all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the grant applications of various social service agencies listed in Section 4, seeking financial assistance to address emergency human service needs pursuant to Section 371.02 (c) of the Columbus City Codes, 1959, are hereby approved.
Section 2. That from the unappropriated monies in the Emergency Human Services Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2008, the sum of $712,702.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445205.
Section 3. That the Director of the Department of Development be and is hereby authorized to enter into grant agreements with the various agencies as listed in Section 4 for a one year period and for the amounts indicated.
Section 4. That for the purpose as stated in Section 1, the expenditure of $712,702.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445205, as follows:

Section 5. That the expenditures authorized herein are in accordance with Section 371.02 (c) of the Columbus City Codes, 1959.
Section 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
