Explanation
Background:
- This ordinance will authorize the Director of Recreation and Parks to enter into an amended and restated Joint Recreational District Agreement with the Franklin County Commissioners for the operations and management of the Franklin Park Conservatory.
- The amended agreement will extend the term to 2057, add four board members to be appointed by the Franklin Park Conservatory Board and corrects some scribner's errors in the original agreement.
- Emergency action is necessary to allow agreement to be completed as soon as possible.

To authorize and direct the Director of Recreation and Parks to enter into an amended and restated Joint Recreational District Agreement with the Franklin County Commissioners for the operations and management of the Franklin Park Conservatory, and to declare an emergency.
Body
WHEREAS, the Franklin County Commissioners wish to enter into an amended and restated Joint Recreational District Agreement with the Columbus Recreation and Parks Department for the operations and management of the Franklin Park Conservatory with an amended term to 2057; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to allow agreement to be completed as soon as possible; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into an amended and restated Joint Recreational District Agreement with the Franklin County Commissioners for the operations and management of the Franklin Park Conservatory.
Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
