Explanation

 

Background:

This ordinance authorizes the Director of Recreation and Parks to accept a grant and enter into an agreement with the Franklin County Department of Job and Family Services. This grant will provide salary support for Recreation Aides administering Afterschool Rec Club (ARC) programming.  The $39,342.60 grant will support the salaries of four Recreation Aides over 9 months of afterschool programming.

 

Afterschool Rec Club (ARC), currently operating out of 14 CRPD community centers, is a free afterschool program that provides students in grades K-8 with a safe place to learn and engage in a variety of educational and recreational activities. Staff leverage state-of-the-art technology, field trips, and high-performance standards to bolster students’ academic achievement. The beneficial outcomes of ARC programming for students are wide-ranging, and include improvements in academic performance and GPA, reduction in school absences, formation of strong work habits, establishment of self-efficacy, development of pro-social skills and behaviors with peers, decreases in juvenile detention rates, and narrowing of education achievement gaps across varied family income levels.

Areas Affected: 14 community centers in the City of Columbus, Ohio, youth in grades K-8.

 

Community Input/Issue: ARC provides afterschool enrichment opportunities for youth in grades K-8 who may not otherwise have the opportunity to receive engaging afterschool programming and care.

 

Master Plan Relation: Afterschool Rec Club minimizes barriers to afterschool care for families in need of financial assistance, allowing CRPD to realize its vision of making Columbus a more socially equitable city.

 

Fiscal Impact: This ordinance authorizes an acceptance of the $39,342.60 grant award and the appropriation of those funds from the Franklin County Department of Job and Family Services to the Recreation and Parks Grant Fund 2283.

Body

WHEREAS, Franklin County Department of Job and Family Services has awarded the City of Columbus, Recreation and Parks Department, a grant to provide salary support for Recreation Aides administering Afterschool Rec Club; and

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks Department to accept the grant and enter into a grant agreement with the Franklin County Department of Job and Family Services; and

 

WHEREAS, it is necessary to appropriate $39,342.60 to the Recreation and Parks Grant Fund; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized to accept a grant in the amount of $39,342.60 to provide salary support for Recreation Aides administering Afterschool Rec Club and to enter into an agreement with the Franklin County Department of Job and Family Services.

 

SECTION 2.  That from the unappropriated monies in the Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated, upon receipt of an executed agreement, for any other purpose during the fiscal year ending December 31, 2025, the sum of $39,342.60 and any eligible interest earned during the grant period is hereby appropriated to the

Recreation and Parks Department per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That, at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
