Title: To request Columbus City Council to authorize and direct the Director of Public Service to modify all contracts and agreements by assigning all past, present, and future contracts and purchase orders with ACS State and Local Solutions, Inc. (ACS) to Xerox State and Local Solutions, Inc. and to declare an emergency.
Explanation
1.  BACKGROUND:  This legislation is to authorize the assignment of all past, present, and future business done by the City of Columbus with ACS State and Local Solutions, Inc. (ACS)  to Xerox State and Local Solutions, Inc.  This change will reflect a company name change but the federal identification number will remain the same for all contracts and purchase orders established with ACS State and Local Solutions, Inc.

Former Company Name: ACS State and Local Solutions, Inc. (ACS) / FID Number 131996647
Current Company Name: Xerox State and Local Solutions, Inc.  / FID Number 131996647
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
3.  EMERGENCY DESIGNATION: Emergency designation is requested in order to cancel and re-establish current contracts to continue making payments without any delays.
4.  FISCAL IMPACT: No financial impact is anticipated.  Current contracts will be cancelled and re-established with identical funding.

Body
WHEREAS, the City of Columbus through the Department of Public Service has established various contracts and agreements with ACS State and Local Solutions, Inc. (ACS); and
WHEREAS, ACS State and Local Solutions, Inc. (ACS) has been acquired by Xerox, and  has agreed to honor the past, present and future purchase orders established; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that it is immediately necessary to request Columbus City Council to authorize the Director of Public Service to assign all contracts past, present, and future of ACS State and Local Solutions, Inc. (ACS) to Xerox State and Local Solutions, Inc., in an emergency manner in order to cancel and re-establish current contracts and avoid overdue payments, for the immediate preservation of the public health, peace, property and safety; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Public Service be and is hereby authorized and directed to modify all past, present and future contracts and purchase orders pursuant to those contracts to reflect the change of the company name of ACS State and Local Solutions, Inc. (ACS) to Xerox State and Local Solutions, Inc
SECTION 2.  That this modification is in accordance with Section 329.16 of the Columbus City Codes.
SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
