Explanation
BACKGROUND
This legislation authorizes the Director of the Department of Development to enter into a service contract with H.S. Heritage Inn of Columbus, Opco LLC, in an amount up to $67,000.00 to provide hotel services for recipients of the Lead Safe Columbus Program. The term of this contract shall be through the program year 2026 with an option to renew for one-year periods until March 1, 2029.
The funding for the Lead Safe Columbus (LSC) Program is obtained through the U.S. Department of Housing and Urban Development (HUD) for release of funds from the Lead Hazard Reduction Demonstration Grant Program, authorized by Sec. 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing & Community Development Act of 1992) for the following multi-year project: Lead Safe Columbus grant period running March 1, 2025 through March 1, 2029.
The funding for the Lead Safe Ohio Program is obtained through the Ohio Department of Development (ODOD) for lead-safe renovation, repair, painting and abatement as appropriate. Residential dwellings built on or before 1978 and where household’s income is at or below 80% Area Media Income (AMI) are eligible for the program. Households where income is above 80% AMI but less than 120% AMI can qualify if a lead hazard is identified. Childcare facilities and congregate shelters built prior to 1978 are also eligible. Approved applicants could receive home repairs including roof replacement, window and door replacement, and mechanical repairs.
The Department of Development advertised RFQ029560 on Vendor Services and proposals seeking contracts to provide hotel services for recipients of the Lead Safe Columbus Program on February 7, 2025 with bids being due on March 3, 2025.
The services within this contract cannot be provided by existing city employees as they are beyond the City’s current staffing capacity to provide.
Emergency action is requested in order to have funding available as soon as possible to assist residents who are displaced and need immediate assistance for transitional housing to prevent homelessness.
FISCAL IMPACT: Funding is available within the ODOD LEAD Grant (G442400) Fund budget; Lead-24 Grant (G442500); and the Housing Division’s 2025 General Fund budget for this purpose.
CONTRACT COMPLIANCE: the vendor number is 031229 and expires 5/20/2027.

Heritage Inn of Columbus, Opco LLC, to provide hotel services for recipients of the Lead Safe Columbus Grant Program; using Federal Grant; in an amount up to $45,000.00, using ODOD LEAD Grant; in an amount up to $22,000.00; and to declare an emergency. ($67,000.00)
Body
WHEREAS, the Lead-Safe Home Renovations Program was established to assist low and moderate income homeowners with lead abatement services that would impact a household remaining safely in their home; and
WHEREAS, the Department of Development advertised RFQ029560 on Vendor Services in March 2025 to provide hotel services for recipients of the Lead Safe Columbus Program; and
WHEREAS, the Director of Development wishes to enter into a contract with H.S. Heritage Inn of Columbus, Opco LLC to carry out program services; and
WHEREAS, the services included in this service contract cannot be provided by existing city employees as they are beyond the City’s current staffing capacity to provide; and
WHEREAS, the expenditure for hotel services is needed in an amount up to $67,000.00, from the LHR24 Grant; up to $45,000.00, from the ODOD LEAD Grant; and up to $22,000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into a service contract with H.S. Heritage Inn of Columbus, Opco LLC possible to provide hotel services for recipients of the Lead Safe Columbus Program, for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development be and is hereby authorized to enter a service contract, in an amount up to $67,000.00, with H.S. Heritage Inn of Columbus, Opco LLC, to provide hotel services for recipients of the Lead Safe Columbus Program. The term shall be through December 31, 2025, with an option to renew for one-year periods until March 1, 2029.
SECTION 2. That for the purpose as stated in Section 1, the expenditure in an amount of $45,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grants Fund), Project G442500, Dept-Div 4410 (Housing), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.
SECTION 3. That for the purpose as stated in Section 1, the expenditure of $22,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grant Fund), Project G442400, Dept-Div 4410 (Housing), object class 03 (Services) which funding was previously authorized by Ordinance 3209-2023 and ACPO010294.
SECTION 4. That this contract is awarded pursuant to the relevant provisions of Chapter 329 of City Code relating to service contracts.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7. That for the reasons stated in the Preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
