Explanation
Background: This ordinance authorizes the Director of Recreation and Parks to enter into a lease agreement with the Columbus Zoological Park Association to occupy and use the space as a research laboratory and offices for their Mussel Research. The property is located at 6006 Harriot Road, Powell, OH 43065 on the Jeffrey Club property. The lease will be for 2023 through 2033. This will replace an existing lease that has since expired. The agreement contains language that it can be terminated with 90 days’ written notice and is for one dollar annually. This lease will allow the Columbus Zoo to continue their scientific and environmental research.

WHEREAS, it is necessary to authorize the Director of Recreation and Parks enter into a lease agreement with the Columbus Zoological Park Association to occupy and use the space as a research laboratory and offices for their Mussel Research; and
WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director enter into this agreement because their current lease has expired requiring that the lease be executed immediately, allowing the group to operate under a lease for legal and liability purposes; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks is authorized to enter into a ten-year lease agreement with the Columbus Zoological Park Association to occupy and use the space as a research laboratory and offices for their Mussel Research on the City's property located at 6006 Harriett Road, Powell, Ohio 43065.
SECTION 2. That for the reasons stated in the preamble hereto, which is made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
